Background

The UK-Tanzania Green Growth Facility (GGF), implemented by Palladium, and the Vice President’s Office (VPO) are collaborating on the development of Tanzania’s National Article 6 Framework.

The assignment will support Tanzania’s readiness to participate in:

  • Article 6.2
  • Article 6.4
  • Article 6.8

It will also promote environmental integrity and sustainable development.

The assignment will produce two main outputs:

  1. A consolidated assessment of Tanzania’s Article 6 readiness and implementation needs, including recommendations.
  2. A National Article 6 Framework covering processes, institutional arrangements, decision-making tools, safeguards and recommendations for aligning carbon-market regulations and institutional responsibilities.

The Technical Lead will work as part of an integrated team with a Tanzanian Policy Lead, under the direction of GGF and in close coordination with the VPO, National Carbon Monitoring Centre, First Vice President’s Office of Zanzibar and relevant sector institutions.

Overall Objective

The Technical Lead will provide technical leadership and advisory support to the VPO in developing a robust, practical and internationally aligned National Article 6 Framework for Tanzania, including diagnostic analysis, technical architecture, decision-making tools and consolidated drafting.

Key Responsibilities

  • Lead the inception phase in consultation with the VPO, including methodology, work plan, responsibilities and document requirements.
  • Review and synthesise existing studies and technical materials concerning Tanzania’s Article 6 readiness, carbon-market governance, reporting, transparency, registries and institutional arrangements.
  • Review international good practices and Article 6 frameworks and identify lessons applicable to Tanzania.
  • Assess technical requirements for Tanzania’s participation in Articles 6.2, 6.4 and 6.8.
  • Assess requirements relating to authorisation, ITMO accounting and tracking, corresponding adjustments, reporting, transparency and registry systems.
  • Assess Tanzania’s readiness to implement Article 6 and identify technical and institutional gaps.
  • Lead preparation of the consolidated diagnostic report and practical recommendations.
  • Lead the co-development of the National Article 6 Framework with the VPO.
  • Provide technical inputs for government consultations, coordination meetings and stakeholder validation.

Required Qualifications

Applicants should have:

  • A postgraduate degree in climate policy, environmental law, economics, international development, carbon markets or a closely related field.
  • Substantial professional experience working on international carbon markets.
  • Demonstrated experience designing or operationalising:
    • National Article 6 frameworks
    • Authorisation systems
    • Corresponding adjustment arrangements
    • Registries
    • Tracking systems
    • Article 6 reporting mechanisms
  • Strong knowledge of the Article 6 rulebook, UNFCCC reporting and review processes, and the relationship between Article 6 transactions and NDC accounting.
  • Ability to translate complex international requirements into practical government processes, tools and institutional arrangements.
  • Experience working with government institutions in Africa.
  • Experience in Tanzania is an advantage.
  • Excellent analytical, facilitation and English drafting skills.
  • Ability to integrate legal, institutional and political-economy considerations into technically rigorous advice.
