About the Project

Jhpiego Tanzania is preparing to launch a donor-funded project known as ASCEND, with the project period beginning in September 2026.

The project will provide technical assistance, service delivery support, research, and health-system innovations to strengthen country-led health programs.

In Tanzania, ASCEND will support the Ministry of Health and partners to improve the quality, availability, and use of high-impact maternal, newborn, child health and nutrition (MNCH-N) services.

The project will also strengthen:

  • Quality improvement

  • Supply chains
  • Referral systems
  • Health systems strengthening
  • Routine data use and quality improvement
  • Community linkages

Job Purpose

Jhpiego is seeking a Start-Up Monitoring, Evaluation and Learning (MEL) Advisor to support the startup phase of the ASCEND Tanzania project for a period of one month.

The successful candidate will provide technical MEL oversight and support the development of systems, processes, reporting structures, staffing, and performance-monitoring mechanisms required for the project’s implementation.

Key Responsibilities

1. MEL Technical Oversight

  • Provide technical MEL oversight during the ASCEND Tanzania project startup.
  • Work collaboratively with the Jhpiego MEL Consultant, startup team, and Global Team.
  • Provide technical input into the Tanzania workplan and Performance Monitoring Plan (PMP).
  • Provide MEL-related budget inputs to the Finance and Operations Manager.

2. Targets, Reporting and Data Management

  • Work with the global MEL team and MEL consultants to develop targets at national, regional, council, facility, and community levels.
  • Review partner subaward documents relating to targets, data management, and reporting requirements.
  • Develop SOPs for verifying timely reporting by sub-partners into the Ministry of Health data-reporting system.
  • Consult with the Ministry of Health and partners to establish data processes and reporting requirements.
  • Develop SOPs covering data processes, reporting requirements, timelines, and data quality in line with USG requirements.

3. MEL Staffing and Recruitment

  • Provide input on the required MEL staffing structure for the Tanzania project.
  • Review job descriptions for MEL positions.
  • Participate in interviews as a subject-matter expert for MEL recruitment.

4. MNCH-N Indicators and Reporting

  • Work with the MEL Consultant to ensure technical and Strategic Information (SI) teams understand:
    • Project indicators
    • National MNCH-N indicators
    • Indicator definitions
    • Data sources
    • Reporting requirements
    • Targets

5. HMIS and Digital Systems

  • Work closely with the MEL Consultant to test, refine, and finalize the Tanzania HMIS.
  • Ensure the HMIS aligns with the national health information system.
  • Support digital data systems, including DHIS2 and Power BI.

6. Training and Orientation

  • Develop MEL orientation and training materials.
  • Support rollout and onboarding processes for the new Tanzania MEL team.

Required Qualifications

Applicants must have:

  • Bachelor’s degree in Epidemiology, a health-related program, or Statistics.
  • MPH is preferred.
  • At least 7 years of experience in monitoring, evaluation, learning and/or strategic information for MNCH-N programs in sub-Saharan Africa.
  • Hands-on experience with national and donor MNCH-N reporting requirements.
  • Experience with indicator frameworks and routine health information systems.
  • Experience in data-quality processes.
  • Demonstrable experience with digital data systems, particularly:
    • DHIS2
    • Power BI
  • Expert-level skills in data management, analysis, and reporting.
  • Experience leading MEL teams supporting donor-funded MNCH-N programs.
  • Experience with routine performance monitoring, data quality, analysis, visualization, and using data to improve programs.

Preferred Qualifications

  • Excellent verbal, written, interpersonal, and presentation skills in English.
  • Proficiency in Microsoft Office.
  • Ability to travel nationally to project sites.
