Job Purpose

The Executive Director will provide visionary strategic leadership to a leading not-for-profit health organization in Tanzania.

Reporting to the Board of Directors, the successful candidate will be responsible for strategic direction, operational excellence, organizational sustainability, resource mobilization, stakeholder engagement, and delivery of the organization’s long-term objectives.

The role will also strengthen the organization as a centre of excellence in health programme implementation, policy advocacy, technical assistance, research, knowledge generation, and capacity building across Tanzania and the region.

Key Responsibilities

1. Strategic Leadership

  • Implement the organization’s Strategic Plan in alignment with national and global health priorities.
  • Translate Board decisions into actionable strategies and annual operational plans.
  • Establish measurable organizational performance outcomes.
  • Drive technical excellence, institutional growth, innovation, and organizational transformation.
  • Strengthen the organization’s position as a trusted provider of health technical assistance.

2. Financial Stewardship and Sustainability

  • Provide executive oversight of financial performance and organizational sustainability.
  • Ensure effective resource allocation and long-term financial viability.
  • Diversify funding through strategic partnerships, grants, investments, and innovative income-generating initiatives.
  • Promote financial accountability, transparency, risk management, and business continuity.
  • Ensure quality financial information is available to management and the Board.

3. Research, Innovation and Knowledge Leadership

  • Provide strategic oversight of research and innovation programmes.
  • Ensure research activities deliver quality, relevance, and measurable public health impact.
  • Drive digital transformation and technology adoption.
  • Support research commercialization and strategic infrastructure development.

4. Resource Mobilization and Fundraising

  • Develop strategic relationships with donors, development partners, governments, philanthropic organizations, private-sector organizations, and funding agencies.
  • Identify and secure new funding opportunities, including grants, contracts, endowments, and innovative financing.
  • Diversify revenue streams and reduce funding concentration risks.
  • Oversee development of funding proposals, investment cases, and partnership frameworks.

5. People Leadership and Organizational Culture

  • Lead and develop the Senior Management Team.
  • Build a motivated, capable, inclusive, and high-performing workforce.
  • Promote leadership development and succession planning.
  • Champion merit-based systems, collaboration, learning, and staff wellbeing.

6. Governance, Compliance and Risk Management

  • Ensure compliance with governance frameworks, statutory obligations, policies, and standard operating procedures.
  • Maintain strong organizational integrity.
  • Uphold zero tolerance for misconduct.
  • Strengthen organizational risk management and accountability.

7. External Relations and Policy Influence

  • Represent the organization nationally, regionally, and internationally.
  • Build relationships with:
    • Government institutions
    • Donors
    • Development partners
    • Academic and research institutions
    • Philanthropic organizations
  • Position the organization as a trusted policy advisor and technical partner.
  • Strengthen the organization’s contribution to national health priorities.

Academic Qualifications

Candidates should have:

  • Master’s Degree in:
    • Public Health
    • Epidemiology
    • Medicine
    • Life Sciences
    • Health Economics
    • or a related discipline.
  • A PhD is an added advantage.

Required Experience

  • At least 15 years of progressively responsible leadership experience, preferably in public health.
  • At least 5 years of experience at executive level.
  • Proven experience leading complex organizations, preferably in:
    • Health programmes
    • Academia
    • Health research
    • Large health-related NGOs
  • Strong experience in organizational governance and financial oversight.
  • Demonstrated ability to develop and manage strategic partnerships.
  • Experience navigating financial and public-health challenges.
  • Strong understanding of Tanzania’s health systems and health-system building blocks.
  • Experience working with multilateral donors and international partners.
  • Proven record of organizational transformation and performance improvement.
  • Strong fundraising and resource-mobilization capabilities.
