Director of Research, Monitoring, Evaluation & Learning (RMEL) – EGPAF

Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is recruiting a Director of Research, Monitoring, Evaluation & Learning (RMEL).

Main Purpose

The Director will provide strategic leadership over monitoring, evaluation, research, learning, informatics and information management. The role ensures that high-quality data is collected, analyzed and used for evidence-based decision-making, program improvement and donor reporting.

Key Responsibilities

• Lead RMEL, research, informatics and partner data-management functions.
• Design and strengthen RMEL systems, indicators, tools and methodologies.
• Oversee data quality assessments, performance monitoring and reporting.
• Promote data-driven decision-making throughout the program.
• Strengthen staff and government-partner capacity in data collection and analysis.
• Lead research, evaluations and learning activities.
• Develop partnerships with universities, government agencies and research institutions.
• Translate research findings into program improvements and policy recommendations.
• Contribute to strategic planning, program design and proposal development.
• Support donor submissions, resource mobilization, budgets and concepts.
• Represent the organization in RMEL technical forums and working groups.

Minimum Qualifications & Experience

• Master’s degree or higher in:
  • Public Health
  • Epidemiology
  • Statistics
  • Demography
  • Monitoring & Evaluation
  • Health Research
  • or a related discipline.
• Minimum 10 years of progressive experience in RMEL and research.
• Experience with large-scale HIV/TB or public-health programs.
• Strong experience managing complex data collection, reporting and information systems.
• Strong understanding of Tanzania’s health sector, HIV/TB programs and national health information systems.
• Experience leading research, evaluation and data-quality improvement initiatives.
• Experience with donor-funded programs, preferably USAID/GHSD-funded projects.
• Strong leadership, stakeholder-management, capacity-building and strategic-planning skills.
• Ability to use digital technologies to strengthen RMEL systems.

Candidate Profile

This is a highly senior public-health/M&E position. The strongest candidates will have a combination of:

Public Health + RMEL/M&E leadership + HIV/TB programming + research/evaluation + health information systems + donor-funded program experience.

A candidate with only general M&E, IT, data-analysis or administrative experience would generally not meet the full requirements, particularly because of the Master’s degree and 10 years of progressive HIV/TB/public-health RMEL experience requirements.
