Job Purpose

The Treasury Officer will manage day-to-day treasury, liquidity, banking and financial operations, ensuring adequate cash availability, accurate treasury transactions, regulatory compliance and proper financial reporting.

The role also involves managing foreign exchange (FX), fixed deposits, lender relationships, loans, reconciliations and treasury-related audits.

Key Responsibilities

1. Liquidity & Cash Management

  • Monitor daily cash positions.
  • Manage banking relationships and bank accounts according to approved mandates.
  • Prepare liquidity reports using Central Bank templates.
  • Manage treasury operations and fixed-deposit placements.
  • Monitor liquidity and funding requirements.
  • Support branch cash availability.
  • Maintain internal controls over cash holdings and transfers.
  • Manage internal fund transfers.

2. FX & Money Market Transactions

  • Accurately book, validate and settle foreign exchange (FX) and money-market transactions.
  • Coordinate and negotiate FX deals to obtain competitive market rates.
  • Monitor daily FX and fixed-deposit rate trends.
  • Maintain records of treasury transactions.
  • Track FX and fixed-deposit transactions.
  • Monitor fixed-deposit maturities and ensure timely settlement.

3. Regulatory Compliance

  • Prepare and submit required statutory reports.
  • Ensure compliance with Central Bank regulations and guidelines.
  • Follow internal risk-management policies.
  • Maintain compliance with local requirements relating to foreign debt.

4. Reconciliations

Work with Finance and Reconciliation teams to investigate and clear outstanding items.

Responsibilities include monthly reconciliation of:

  • General ledger accounts
  • Loan interest accruals
  • Fixed Deposit Receipts (FDRs)
  • Financial and market securities accounts
  • Interest income
  • Investment income
  • Fees and commissions

5. Lender & Funder Management

The role involves maintaining relationships with lenders and ensuring compliance with loan covenants.

Key duties include:

  • Develop a pipeline of potential lenders and funders.
  • Establish and maintain relationships with potential financing partners.
  • Coordinate initial lender/funder engagements.
  • Maintain an updated organizational profile for lenders and funders.
  • Coordinate information required for due diligence.
  • Maintain documentation relating to loans and lenders.
  • Work with banks and lenders to ensure loans are registered according to Central Bank requirements.
  • Engage lenders regarding technical assistance opportunities.
  • Prepare monthly foreign-debt reports for the Central Bank.
  • Prepare lender-required reports.
  • Maintain a current loan covenant compliance report.
  • Maintain loan repayment schedules and calendars.
  • Coordinate with Finance to ensure funds are available for loan repayments.
  • Reconcile loan interest accruals with accounting records.
  • Ensure compliance with grant terms and related reporting requirements.

6. Month-End, Year-End & Audit

  • Support accurate month-end financial closing and reporting.
  • Support year-end financial processes.
  • Assist auditors with matters relating to:
    • Fixed deposits
    • Projects
    • Lenders
    • Treasury transactions

7. Other Duties

  • Open staff bank/accounts for new employees.
  • Update staff accounts.
  • Process staff loans.
  • Perform other duties assigned by the supervisor.

Education & Qualifications

Required

  • Bachelor’s degree in:
    • Finance
    • Banking
    • Economics
    • Accounting
    • Related field

Preferred

  • CPA or equivalent professional qualification.

Knowledge & Experience

Candidates should have:

  • General understanding of the microfinance and/or banking industry.
  • Finance/accounting background.
  • Knowledge of basic accounting procedures.
  • Basic understanding of IFRS.
  • Familiarity with financial statements.
  • Understanding of business and financial trends.
  • Knowledge of local regulatory requirements, particularly foreign debt regulations.
  • Experience with general ledger functions.
  • Experience supporting month-end and year-end financial closing.
  • Hands-on experience with accounting software.

Technical Skills

  • Proficiency in Microsoft Office.
  • Advanced Microsoft Excel skills.
  • Experience using VLOOKUP and Pivot Tables.
  • Strong financial analysis and reporting skills.
  • Strong numerical and quantitative ability.
  • High level of accuracy and attention to detail.
  • Ability to prepare and submit reports within deadlines.
