CALL FOR APPLICATIONS: Building Climate Resilience in the Kigoma Region Project

Project Duration: 2025 – 2029
Funding: Green Climate Fund (GCF) via UNEP
Implementing Partners: Vice President’s Office (VPO), UNEP, UNHCR, Kigoma Regional Secretariat, National Environmental Management Council (NEMC), Tanzania Forest Services (TFS)
Project Locations: Kasulu, Kibondo, Kakonko districts – Kigoma Region, Tanzania

The Vice President’s Office invites qualified Tanzanian candidates to apply for the following positions within the five-year fixed-term project.


1. Project Manager (PM)

Position: National, full-time
Contract Duration: 1-year, renewable up to 5 years
Duty Station: Kigoma

Objectives:
The Project Manager will oversee the Project Management Unit (PMU) and be responsible for day-to-day project implementation, strategic leadership, personnel management, financial oversight, technical assistance, and stakeholder coordination.

Key Responsibilities:

  • Project Management: Implement activities according to the Funding Proposal, prepare annual work plans, budgets, and performance reports; ensure compliance with the Project Cooperation Agreement (PCA).
  • Personnel Management: Oversee PMU personnel, manage recruitment of consultants, supervise technical staff, and ensure performance evaluations.
  • Financial Management: Monitor financial compliance with UNEP and national policies, manage budgets, and ensure timely fund disbursement.
  • Technical Assistance & Quality Assurance: Provide guidance to PMU staff and partners; ensure high-quality deliverables.
  • Stakeholder Engagement: Liaise with co-executing entities, implementing partners, and government; maintain project visibility and coordination.
  • Output & Strategic Delivery: Oversee delivery of key activities including community-based forest management, agroforestry, climate-smart agriculture training, livelihood diversification, and climate adaptation evidence generation.

Qualifications:

  • Master’s degree in Environmental Management, Environmental Science, Ecology, Natural Resources Management, Conservation, or related field (PhD is an advantage).
  • Minimum 7 years managing donor-funded projects; 5 years in climate adaptation, natural resource management, or related fields in Tanzania/region.
  • Experience in stakeholder coordination and climate-resilient programming.
  • Proficiency in Microsoft Office; familiarity with GCF and Adaptation Fund is desirable.

2. Finance and Accounting Officer (FAO)

Position: National, full-time
Contract Duration: 1-year, renewable up to 5 years
Duty Station: Kigoma

Objectives:
Support the Project Manager in financial management, ensuring transparent and efficient systems for project funds and compliance with GCF/UNEP policies.

Key Responsibilities:

  • Budget Development & Control: Prepare annual budgets, monitor expenditures, track reallocations, and manage project costs.
  • Financial Documentation & Reporting: Prepare advance requests, expenditure reports, bank reconciliations, and audit documentation.
  • Record-Keeping: Maintain vouchers, invoices, and project financial records; manage payments and transactions.
  • Cash Management: Monitor cash reserves, bank statements, and quarterly cash budgets.
  • Capacity Building: Support implementing partners on financial reporting and management.

Qualifications:

  • Master’s degree in Agricultural Sciences, Forestry, Environmental Studies, or related field.
  • Minimum 5 years in climate-smart agriculture or livelihood projects; experience with GCF/GEF/Adaptation Fund projects is an advantage.
  • Knowledge of value chains, land use planning, and agricultural project management in Tanzania.
  • Fluency in Kiswahili and English.

3. Safeguards and Gender Officer

Position: National, full-time
Contract Duration: 1-year, renewable up to 5 years
Duty Station: Kigoma

Objectives:
Lead the implementation of the Gender Action Plan (GAP) and the project’s Environmental and Social Management System (ESMS) to ensure equitable benefits and compliance with safeguards.

Key Responsibilities:

  • Implement GAP and mainstream gender in all project activities.
  • Coordinate participatory surveys, consultations, and engagement with beneficiary groups.
  • Monitor environmental and social safeguards, grievance redress mechanisms (GRM), and conflict sensitivity.
  • Provide training and on-the-job support to project personnel and implementing partners.

Qualifications:

  • Bachelor’s or Master’s Degree in Gender Studies, Environmental Science, Social Sciences, Development Studies, or related field.
  • Minimum 5 years relevant experience in gender mainstreaming and environmental/social safeguards in donor-funded projects.
  • Experience with GRM and prevention of sexual exploitation, abuse, and harassment (SEAH).
  • Proficiency in Kiswahili and English.

4. Climate-Smart Agriculture (CSA) & Livelihood Expert

Position: National, full-time
Contract Duration: 1-year, renewable up to 5 years
Duty Station: Kigoma

Objectives:
Provide technical guidance and support to district councils and communities for the implementation of climate-smart agriculture, land-use planning, and resilient livelihoods.

Key Responsibilities:

  • Support climate-resilient land use planning and agricultural practices.
  • Conduct training for farmers, Water User Associations (WUAs), and district officials.
  • Promote livelihood diversification, climate-smart income-generating activities, and sustainable resource management.
  • Report on progress and coordinate with other project experts.

Qualifications:

  • Minimum 7 years experience in climate-smart agriculture, land use planning, or related projects.
  • Knowledge of value chains, district and village council engagement, and ecosystem-based adaptation.
  • Fluency in Kiswahili and English.

Additional Safeguards Requirements (Applicable Across Positions)

  • Incorporate environmental and social risk mitigation measures into project work plans and budgets.
  • Report on progress for UNEP, GCF, and government stakeholders.
  • Implement grievance redress mechanisms and SEAH prevention measures.
