Project Overview
The Reaching Impact, Saturation and Epidemic Control (RISE) Project is funded by the U.S. Department of State (DoS) to support malaria prevention, diagnosis, treatment, surveillance, and monitoring and evaluation activities across Mainland Tanzania and Zanzibar.
The project is implemented in close collaboration with:
- National Malaria Control Programme (NMCP)
- Zanzibar Malaria Elimination Programme (ZAMEP)
- Regional Administration and Local Government (RALG)
RISE strengthens alignment with national malaria strategies, improves service delivery quality, and enhances health system performance and resilience.
Implementation Context
The current implementation period (December 2025 – September 2026) requires intensive, time-bound, multi-region field execution, supported by:
- Strong implementation management
- Effective stakeholder coordination
- Consistent technical and operational follow-through

Malaria Clinical Services (MCS) Advisor
Program: RISE Tanzania Malaria Program
Job Type: Full-time
Position Summary
The Malaria Clinical Services (MCS) Advisor provides technical leadership and support for:
- Malaria Case Management (MCM)
- Integrated Vector Management (IVM) interventions
The role focuses on strengthening quality of malaria service delivery, ensuring adherence to national clinical and programmatic guidelines, and promoting effective use of routine health and surveillance data to improve performance and health system integration.
Reporting & Technical Oversight
- Reports to: Malaria Technical Director
The MCS Advisor provides technical oversight to Malaria Technical Officers (TOs) delivering clinical field support for planning, implementation, mentorship, and follow-up at regional, council, and facility levels. The role also works closely with other project advisors to ensure approved technical guidance is effectively operationalized through field teams, under the overall direction of the Technical Director.
Key Responsibilities
- Provide technical leadership for malaria case management and integrated vector management interventions
- Ensure implementation of national malaria clinical and programmatic guidelines across supported regions
- Oversee and mentor Malaria Technical Officers providing field-level clinical support
- Strengthen routine use of service delivery and surveillance data for performance improvement
- Support integration of malaria services within broader health system platforms
- Collaborate with other project advisors to ensure consistent and high-quality technical guidance
- Support planning, implementation, monitoring, and follow-up of malaria clinical services at all levels
- Serve as a steward and role model of Jhpiego’s Culture of Respect, ethics, safeguarding principles, and organizational values
Required Qualifications & Competencies
- Excellent verbal, written, interpersonal, and presentation skills in English
- Proficiency in Microsoft Office applications
- Demonstrated commitment to ethics, safeguarding, and organizational values
- Ability and willingness to travel nationally to project-supported sites
