Project Overview

The Reaching Impact, Saturation and Epidemic Control (RISE) Project is funded by the U.S. Department of State (DoS) to support malaria prevention, diagnosis, treatment, surveillance, and monitoring and evaluation activities across Mainland Tanzania and Zanzibar.

The project is implemented in close collaboration with:

  • National Malaria Control Programme (NMCP)
  • Zanzibar Malaria Elimination Programme (ZAMEP)
  • Regional Administration and Local Government (RALG)

RISE strengthens alignment with national malaria strategies, improves service delivery quality, and enhances health system performance and resilience.


Implementation Context

The current implementation period (December 2025 – September 2026) requires intensive, time-bound, multi-region field execution, supported by:

  • Strong implementation management
  • Effective stakeholder coordination
  • Consistent use of data for decision-making and learning

Position Title

Monitoring, Evaluation, Research & Learning (MERL) Advisor
Program: RISE Tanzania Malaria Program
Job Type: Full-time


Position Summary

The Monitoring, Evaluation, Research & Learning (MERL) Advisor provides strategic leadership and technical oversight for:

  • Monitoring and evaluation (M&E)
  • Applied and operational research
  • Learning and adaptive management
  • Routine malaria surveillance

Reporting to the Malaria Technical Director, the MERL Advisor works closely with NMCP and ZAMEP surveillance and M&E teams to strengthen health information systems, improve data quality, and promote research- and evidence-informed decision-making to support:

  • Micro-stratification
  • Case-based management
  • Emergency preparedness and response

Reporting & Supervision

  • Reports to: Malaria Technical Director

The MERL Advisor:

  • Supervises the Digital Health Officer
  • Mentors RISE field-based MERL Officers

This ensures timely, accurate, and actionable use of routine surveillance and research data across all levels of service delivery and program management.


Key Responsibilities

  • Provide strategic leadership for MERL and surveillance activities under the RISE program
  • Strengthen routine malaria surveillance and health information systems
  • Ensure high data quality and timely reporting across project-supported geographies
  • Promote use of data for program improvement, micro-stratification, and decision-making
  • Lead and coordinate applied and operational research activities
  • Support emergency preparedness and response through surveillance and analytics
  • Supervise and mentor MERL and digital health staff
  • Coordinate closely with NMCP and ZAMEP M&E and surveillance teams
  • Serve as a steward and role model of Jhpiego’s Culture of Respect, ethics, safeguarding, and organizational values

Required Qualifications & Competencies

  • Strong interpersonal, facilitation, and written communication skills in English
  • Fluency in Kiswahili is required
  • Willingness to travel approximately 25–30% to project-supported areas across Mainland Tanzania and Zanzibar
  • Demonstrated commitment to ethics, safeguarding, and organizational values
