Assistant Procurement Officer

Job Summary

Northern Engineering Works Limited (NEWL) is seeking a competent and results-driven Assistant Procurement Officer to support the procurement function by managing the supply of goods and services. The role focuses on achieving cost-effective procurement solutions, improving supplier performance, and ensuring compliance with procurement policies and procedures.


Key Responsibilities

Procurement Policy & Compliance

  • Develop, implement, and maintain purchasing and contract management policies, procedures, and manuals.
  • Ensure procurement activities comply with company policies and ethical standards.

Supplier & Contract Management

  • Source, evaluate, and interview vendors to determine product availability, pricing, and commercial terms.
  • Negotiate favorable terms and establish strong supplier relationships.
  • Conduct risk assessments related to supply contracts.

Procurement Operations

  • Prepare, review, and process requisitions and purchase orders for goods and equipment.
  • Review and evaluate specifications prior to issuing procurement orders.
  • Participate in developing technical specifications for equipment and alternative materials.

Systems, Stock & Market Analysis

  • Administer procurement systems and ensure effective stock control.
  • Monitor market trends, prices, and product availability.
  • Analyze market and delivery systems and prepare procurement and market condition reports.

Financial & Performance Management

  • Monitor procurement budgets and ensure cost-effective spending.
  • Track key procurement performance metrics to reduce costs and improve efficiency.
  • Identify competitive pricing opportunities and strategic partnerships.

Ethics & Asset Protection

  • Uphold the highest standards of integrity, diligence, and professionalism.
  • Safeguard company assets and ensure transparency in all procurement activities.

Required Skills and Competencies

  • Strong negotiation and supplier-management skills
  • Excellent communication, teamwork, and interpersonal abilities
  • Digital procurement skills and experience with third-party procurement software
  • Solid knowledge of sourcing and procurement techniques
  • Strong analytical, numerical, and decision-making skills
  • Demonstrated leadership and problem-solving capabilities

Minimum Qualifications

  • Education: Bachelor’s Degree in Supply Chain Management, Logistics, or a related field
  • Experience: Minimum of three (3) years’ experience in procurement or a similar role
