Consultancy to Develop Monitoring, Evaluation and Learning (MEL) Strategy for the “Improving Teachers Motivation Through Local Initiatives Project in Tanzania”
1. About TEN/MET
The Tanzania Education Network/Mtandao wa Elimu Tanzania (TEN/MET) was founded in 1999 as a national coalition of non-state actors committed to advancing quality equitable and inclusive education in Tanzania. Today, the network brings together more than 255 members, including Community-Based Organizations (CBOs), national NGOs, and international NGOs, all of whom share a common commitment to improving the quality of education across the country. Through collective action, TEN/MET works with diverse education stakeholders to shape policies and practices that expand learning opportunities for every learner in Tanzania. The network’s presence extends to all 26 regions of Tanzania mainland. TEN/MET’s vision is a national education system through which all learners have the opportunity to access inclusive, equitable, and quality education. To realize this vision, its mission emphasizes on proactive influence and inform policy and practices that promote access to inclusive, equitable and quality education in Tanzania. Since its establishment, TEN/MET’s evidence-based advocacy initiatives have played a pivotal role in driving education reforms and policy reviews of sector development strategies, education financing, gender equity and inclusion in education.
2. Project Summary
TEN/MET is implementing the project “Improving Teacher Motivation Through Local Initiatives in Tanzania”. The project aims to strengthen teacher motivation and professional development in 160 public secondary schools across 10 regions namely Morogoro, Dar es Salaam, Geita, Mwanza, Tabora, Katavi, Lindi, Rukwa, Songwe and Manyara reaching over 3,000 teachers and indirectly benefiting more than 1 million students. The five-year project comprises five key components:

Competitive fund for innovative community-based teacher motivation programs

Reactivation of Teacher Resource Centres (TRCs) as Smart Hubs
-
Community engagement and media campaigns to elevate the teaching profession
-
Institutional strengthening for TEN/MET and its members.

Research and policy advocacy for evidence-based reforms in teacher motivation and professional development.
As part of its inception phase, TEN/MET seeks to engage a qualified consultant to develop a comprehensive Monitoring, Evaluation and Learning (MEL) Strategy to guide evidence generation, performance measurement, adaptive management and knowledge sharing throughout the project implementation.
3. Purpose of the Assignment
The purpose of this consultancy is to develop a comprehensive Monitoring, Evaluation, and Learning (MEL) Strategy that is aligned with the Leaders in Teaching (LIT) Dashboard indicators and TEN/MET’s Strategic Plan. The strategy will establish a systematic framework for tracking project progress, measuring outcomes and impacts and enhancing organizational learning to support adaptive management. It will also ensure timely and evidence-based reporting to the donor, the Ministry of Education, Science and Technology (MOEST), the President’s Office Regional Administration and Local Government (PO-RALG) and other key education sector stakeholders.
4. Scope of Work
The consultant will undertake the following tasks:

Review relevant project documents, including the approved project document and Result Based Framework.

Conduct consultative meetings with TEN/MET Secretariat, donor and key LIT stakeholders.

Align MEL Strategy with the developed Theory of Change (TOC).
-
Design a comprehensive MEL framework detailing performance indicator with baselines, targets, data sources, collection tools, analysis, frequency of reporting and responsibilities.

Propose data management and quality assurance systems and templates.
-
Integrate gender, disability inclusion, and youth engagement dimensions within the MEL system.
-
Design a learning and knowledge management plan outlining documentation, learning questions, dissemination and feedback loops.

Facilitate a validation workshop to present the draft MEL Strategy.
-
Finalize the MEL Strategy incorporating stakeholder’s feedback.

Build capacity of TEN/MET staff on the operationalization of the MEL Strategy.
5. Expected Deliverables
-
Inception report detailing understanding of the assignment, methodology and work plan.
-
Draft MEL Strategy (including indicator matrix, data collection plan, learning agenda, reporting templates and capacity building plan).
-
Final MEL Strategy with annexes (validated and approved).
-
PowerPoint presentation summarizing key elements of the MEL Strategy.
6. Duration of the Assignment
The consultancy will be carried out over 30 working days within one-month period from the date of contract signing.
7. Reporting and Supervision
The consultant will report to TEN/MET National Coordinator and work closely with the Monitoring, Evaluation and Learning (MEL) Specialist.
8. Qualification and Experience
-
Master’s Degree in Monitoring and Evaluation, Education, Statistics, Research or related field, a PhD qualification in relevant field would be an added advantage.

Minimum of 7 years’ experience in developing MEL strategies/plans/frameworks for education related projects.

Demonstrated experience with theory of change development, logical frameworks, and performance measurement systems.

Proven skills in quantitative and qualitative analysis, and use of MEL software/tools (e.g., Kobo Toolbox, Power BI, DHIS2, Stata).

Experience working with donor funded programs is added advantage.
-
Excellent facilitation, analytical and report-writing skills.
9. Ethical Considerations
The consultant must adhere to TEN/MET’s safeguarding, child protection and ethical research standards throughout the assignment. Confidentiality of all data and information shared must be maintained.
10. Payment Schedule
Payment will be made upon satisfactory completion of deliverables as follows:

20% upon approval of the inception report
-
40% upon submission of the draft MEL Strategy
-
40% upon approval of the final MEL Strategy
11. Application Process
Interested consultants or firms should submit:
-
A cover letter expressing interest in the assignment, outlining relevant experience, availability to work within the proposed timeline, and the consultant’s or firm’s suitability for undertaking the task.

Technical proposal should clearly describe the proposed methodology, work plan, and deliverables. The methodology should demonstrate an understanding of the assignment and outline the approach to be used in carrying it out effectively. The work plan should specify key activities, timelines, while the deliverables section should detail the outputs to be produced at each stage of the assignment.

Financial proposal in TZS inclusive of consultation fee and other related costs. All cost will be subjected to VAT.

Detailed CVs of lead consultant (s) and each technical personnel highlighting qualifications, relevant experience, and specific roles in the assignment.

At least three references or examples of similar work previously undertaken that demonstrate relevant expertise and performance.

A copy of valid business license, TIN and VAT certificates issued by the accredited institutions.
