1. Background

Comprehensive Community Based Rehabilitation in Tanzania is a locally registered non-governmental organization established in 1994. Initially focused on Community Based Rehabilitation, the organization has grown to become one of the largest providers of disability, rehabilitation, maternal and neonatal services, and other specialized healthcare services in Tanzania at the zonal referral hospital level.

Each year, CCBRT directly impacts the lives of more than 1 million people in Tanzania through:

  • Health service provision
  • Capacity building
  • Strengthening referral systems
  • Health education
  • Promoting inclusion of persons with disabilities in mainstream services

To strengthen financial sustainability, accountability, and transparency, CCBRT aims to establish a comprehensive costing framework for all hospital medical services. This framework will ensure services are clearly defined, standardized, itemized, and costed, forming a strong foundation for internal pricing decisions and future market benchmarking.


2. Objective of the Consultancy

The consultancy aims to develop a comprehensive costing framework for hospital services by:

  • Standardizing and validating the naming of hospital services
  • Identifying all billable components (“ingredients”) for each service
  • Producing itemized cost breakdowns and total costs per procedure
  • Providing a solid foundation for internal pricing and future market analysis

3. Scope of Work

I. Service Definition

  • Review and validate the naming and classification of hospital services.
  • Ensure consistency with medical standards and patient understanding.

II. Itemization of Service Components

  • Identify all components (“ingredients”) of each hospital service such as:
    • Consumables
    • Drugs
    • Equipment usage
    • Staff time
  • Differentiate between direct costs and indirect costs.

III. Costing Exercise

  • Develop detailed itemized costing for each hospital service.
  • Calculate total costs per consultation, procedure, or surgery.
  • Clearly document:
    • Costing assumptions
    • Methodologies used
    • Costing principles applied.

IV. Reporting

  • Prepare a comprehensive consultancy report including:
    • Service lists
    • Itemized costs
    • Methodology and costing approach
    • Total costs per service
  • Present findings to hospital management for validation and approval.

4. Deliverables

The selected consultant(s) will submit:

  • A validated and standardized list of hospital services
  • Itemized costing sheets for each service or procedure
  • A final consultancy report summarizing:
    • Methodology
    • Assumptions
    • Total cost calculations
  • A formal presentation to the Hospital Management Team

5. Duration

The consultancy will run for a maximum of six (6) weeks, starting on 18 March 2026.


6. Required Qualifications

Applicants must have:

  • Medical Doctor qualification with clinical experience in hospital settings
  • Strong understanding of:
    • Hospital operations
    • Medical procedures
    • Hospital billing systems
  • Excellent analytical, documentation, and reporting skills

Added Advantage

  • Experience in:
    • Health service costing
    • Financial analysis
    • Health economics

7. Reporting and Supervision

The consultant will report directly to the Head of the Finance Department.


8. Confidentiality

All data, documentation, and findings produced during the consultancy will remain the property of CCBRT and must be handled with strict confidentiality.


9. Additional Requirements

At the beginning of the assignment, the selected consultant must submit the following documents to the CCBRT HR Department:

  • Certified copies of academic certificates
  • Certified copies of professional qualifications
  • Certified copies of additional relevant certifications (if applicable)
  • Any other information requested by HR or the designated project coordinator
