Main Purpose of the Role

 

The Deputy Medical Coordinator will support the Medical Coordinator through delegated tasks, including defining, leading, and coordinating the entire medical scope of the mission according to MSF protocols and standards. This is to ensure the quality of medical care provided to the targeted population. The Deputy Medical Coordinator will also fully assume the Medical Coordinator’s responsibilities in case of absence.


 

Key Accountabilities

 

The role requires strategic medical planning, representation, team management, and logistical oversight:

 

I. Mission Strategy & Planning

 

  • Support the Medical Coordinator in defining, monitoring, and updating the medical content of the MSF country policy and annual plan.
  • Scan health needs and translate them into objectives, priorities, and resource needs.
  • Participate in defining and updating the country policy, annual plan, and budgets to develop efficient and quality projects.
  • Contribute to the development and regular review of the mission’s medical strategy, aligning it with operational priorities and national health trends.

 

II. External Representation & Coordination

 

  • Represent MSF before third parties on medical issues (as requested by the Medical Coordinator), negotiating with authorities and informing them of MSF’s charter and principles.
  • Represent MSF in national technical forums and meetings as delegated.
  • Support the revision and contextual implementation of the Emergency Preparedness (E-prep) and Election Contingency Plans.

 

III. Medical & Pharmacy Management

 

  • Collaborate with the logistics department on pharmacy management to ensure a sufficient and quality supply of drugs and medical material (e.g., reviewing medical orders, monitoring consumption).
  • Support the pharmacy team in the TMDA pharmacy waiver process, ensuring compliance with national regulatory requirements.
  • Support the identification and response to potential outbreaks or emergency health events.

 

IV. Staff Health, Coaching, and Development

 

  • Coach, train, and motivate mission teams to ensure alignment with MSF values and quality standards (including induction, training, and evaluations).
  • Facilitate the implementation of MSF Academy activities across mission projects to strengthen mentorship and staff competency.
  • Assist in defining and implementing staff health and security policies for both international and national staff, including monitoring physical and mental health.
  • Support induction and ongoing capacity development of Project Medical Referents and other medical staff.
  • Perform supportive visits to project locations to monitor medical activities and provide support.

 

Candidate Specification

 

Requirement Type Details
Minimum Education Essential degree in Medicine or other paramedical discipline. Postgraduate training in Public Health or Tropical Medicine is desirable.
Experience Essential working experience of at least two years in relevant jobs. Desirable working experience in MSF or other NGOs in developing countries. Must have demonstrated capacity to coordinate multidisciplinary teams and manage multi-site programs.
Languages English (mandatory) / Kiswahili (asset)
Knowledge Computer literacy (Word, Excel, and Internet)
