Vacancy Overview: Energy Finance Specialist

The Core Mission

The Specialist will lead the “Energy for Growth in Africa” initiative in Tanzania. The goal is to identify clean energy projects that are currently “stuck” due to financial barriers and provide the technical and financial de-risking needed to make them attractive to private investors and G7 partners.


Key Responsibilities

1. Project Origination & Pipeline

  • Identify promising clean energy projects that face financing hurdles.

  • Maintain a “pipeline” of bankable projects aligned with Tanzania’s Mission 300 (8.4 million new connections).

  • Analyze economic trends to identify new opportunities in the energy sector.

2. Investment Facilitation & De-risking

  • Conduct technical analysis of financial, regulatory, and operational risks.

  • Deploy de-risking mechanisms: blended finance, technical assistance, and insurance solutions.

  • Integrate carbon credits (Article 6 of the Paris Agreement) into project financing structures to create new revenue streams.

3. Strategic Partnerships

  • Serve as the bridge between the UNDP Rome Centre, the Tanzania Country Office, and the Ministry of Energy.

  • Coordinate the Energy Development Partners Group (EDPG).

  • Establish an Advisory Investor Committee (DFIs, MDBs, and impact investors) to guide project vetting.

4. Capacity Building

  • Advise developers on Power Purchase Agreements (PPAs) and feasibility studies.

  • Train national stakeholders on accessing carbon markets (Gold Standard, Verra).

  • Share best practices across the 12 African countries involved in the initiative.


Candidate Profile

Education

  • Master’s Degree: 5 years of relevant experience.

  • OR Bachelor’s Degree: 7 years of relevant experience.

  • Fields: Renewable Energy, Finance, Climate Change, Engineering, or Energy Policy.

Critical Experience

  • Project Finance: Proven track record in developing “bankable” project pipelines and resource mobilization.

  • Energy Policy: Deep understanding of African energy regulations and incentives.

  • Stakeholder Management: Experience working with MDBs (World Bank, AfDB, IFC) and G7 partners.

  • Language: Exceptional English writing and presentation skills.


Working Arrangement

This is a unique “embedded” role. While you are a UNDP staff member, you will be physically located within the Ministry of Energy’s Compact Delivery and Monitoring Unit (CDMU) in Dodoma. This ensures that UNDP’s financial expertise is directly supporting the Tanzanian government’s daily operations.
