MdM has been active in Tanzania since 2010, providing technical expertise in harm reduction, HIV/AIDS, TB, and sexual and reproductive health programs, working closely with national authorities, civil society organizations, and international partners.


Context

MdM Tanzania has expanded its activities to include:

  • Establishing harm reduction services for people who use drugs
  • HIV, TB, and Hepatitis testing and treatment
  • Sexual and reproductive health interventions in Dar es Salaam and Dodoma
  • Regional technical support in Burundi and Rwanda

As part of its commitment to safeguarding and ethical humanitarian action, MdM Tanzania seeks a qualified consultant to conduct Preventing Sexual Exploitation and Abuse (PSEA) training for staff and implementing partners across its missions.

PSEA is a core component of MdM’s safeguarding framework, ensuring safe, respectful, and rights-based services for beneficiaries and staff.


Objectives of the Consultancy

The consultancy aims to:

  • Enhance knowledge of PSEA concepts, policies, and international standards
  • Strengthen staff capacity to prevent, identify, and respond to SEA incidents
  • Promote understanding of MdM’s PSEA policy, scope, and reporting mechanisms
  • Clarify distinctions between sexual exploitation, abuse, harassment, assault, psychological harassment, and abuse of power
  • Equip staff and focal points with practical tools for prevention, reporting, and appropriate response

Scope of Work & Key Activities

The consultant will:

  • Brief with MdM PSEA Advisor and Tanzania team
  • Adapt MdM training materials to the Tanzanian socio-cultural context
  • Translate PSEA policies, posters, and training materials into Swahili
  • Coordinate training logistics with MdM mission teams
  • Deliver participatory PSEA trainings (awareness, focal point training, and training of trainers)
  • Design and administer pre- and post-training assessments
  • Prepare a comprehensive final training report

Training Details & Duration

Preliminary Work (1.5 days)

  • Translation of the PSEA policy into Swahili, maintaining the same graphic charter. Include a note stating that the English version takes precedence in case of conflict.
  • Translation of PSEA posters into Swahili (layout by MdM).

Training 1 – Awareness Session (3 days, Dar es Salaam)

  • Target: MdM staff (18), Partner staff (12), Consultants (2)
  • Translate half-day awareness session materials into Swahili
  • Create pre- and post-training assessments in Swahili
  • Conduct 2 sessions of training in Swahili

Training 2 – PSEA Focal Points (1.5 days, Dar es Salaam)

  • Target: 2 focal point staff
  • Prepare half-day training materials in English, including case studies, handouts, and pre/post-test assessments
  • Conduct training in English

Training 3 – Training of Trainers (3 days, Dar es Salaam)

  • Target: 8 trainers including focal points & HR staff
  • Prepare 2-day training materials in English
  • Conduct training in English
  • Develop pre- and post-training assessments

Final Report (1 day)

  • Comprehensive English report summarizing training activities, pre/post-test results, and recommendations
  • Annex with attendance sheets and clean Excel list of trained staff for HR

Deliverables

  • Translated PSEA policy and posters (Swahili)
  • Adapted training materials (English & Swahili)
  • Pre- and post-training assessments
  • Attendance lists and clean Excel database of trained staff
  • Final comprehensive training report in English, including results analysis and recommendations

Required Qualifications & Experience

The consultant must have:

  • Proven expertise in PSEA and safeguarding within humanitarian or NGO settings
  • Strong knowledge of international PSEA guidelines and best practices
  • Experience delivering PSEA trainings to diverse audiences
  • Familiarity with Tanzania’s socio-cultural context
  • Fluency in English and Swahili (mandatory)
  • Experience working in Africa, especially Tanzania, is highly desirable

Budget & Conditions

  • Consultancy fees must be all-inclusive (professional fees, per diem, local transport, visa if applicable)
  • Open to national and international consultants
  • MdM will arrange flights and accommodation for international consultants; visa costs should be included in the proposal
  • Consultants are responsible for arranging and paying for visas; MdM will provide supporting documents
