Main Purpose
You will be responsible for the autonomous implementation, maintenance, and monitoring of all IT and Telecom systems. This includes technical support, user training, and managing IT staff to ensure efficient infrastructure across the mission and potentially the region.
Key Accountabilities

Team Leadership: Supervise and delegate tasks to the IS Specialist and ICT Supervisors; manage workload and service quality.

Infrastructure Management: Monitor and maintain all IT/Telecom equipment (Servers, LAN/VLAN, Radio) according to MSF standards.

Security & Recovery: Implement data security protocols (backups, firewalls, user access) to ensure operational continuity during emergencies.

Budget & Procurement: Collaborate on the annual IT budget and provide technical expertise for national tenders and local purchases.

Technical Support: Provide high-level support to users and logistics experts; escalate complex issues to HQ Field Referents.

Vendor Relations: Manage relationships with local IT vendors and VSAT service providers.
Context-Specific Tasks (Tanzania)

Support emergency projects and maintain backup systems (Sat-phones, HF/VHF radios).

Enhance and support the TMS (Transport Management System).

Coordinate HQ technical visits and ensure compliance with Tanzanian regulations.
Requirements & Qualifications
| Category | Requirement |
| Education | University or technical school diploma; certifications in Network or Server Administration. |
| Experience | Minimum 5 years in an IT function. (NGO/MSF experience is a plus). |
| IT Knowledge | Office 365, Windows Server, Active Directory, Hyper-V, LAN/VLAN. |
| Telecoms | Understanding of HF, VHF, GSM, and Satellite (VSAT) concepts. |
| Languages | English (B2 level) and Swahili are essential. |
| Soft Skills | People management, flexibility, and commitment to MSF principles. |
