- Internal Absa Bank Tanzania Markets and Treasury Risk Policies, Frameworks, and Standards
Understand and manage risks and risk events (incidents) within the CIB Business and Treasury Function.
Job Description
Main Accountabilities (Approximate Time Split)
1. Risk Management (60%)
- Lead (where required) development and maintenance of country-specific:
- Liquidity Risk Frameworks
- Capital Risk Frameworks
- Market Risk Frameworks and Policies
- Assist Treasury in Liquidity Standards development.
- Review and recommend improvements to Liquidity, Capital, and Market Risk Standards and related documents to:
- Treasury Risk KRO
- In-country CRO
- Treasury Management
(Aim: provide innovative solutions.)
- Provide updates to regulators and respond to inquiries on capital, liquidity, and market risk functions following governance processes.
- Maintain up-to-date awareness of Treasury and Market Risk issues and changes.
- Provide assurance on compliance with Capital, Liquidity, and Market Risk Frameworks to:
- In-country CRO
- AGL Treasury Risk
- Market Risk KRO
and provide value-adding recommendations.
- Review and recommend limit changes/new metrics to CRO and AGL KROs.
- Provide advice to in-country Treasury and Global Markets teams on local regulatory requirements.
- Report and monitor market risk exposures against predefined limits daily.
- Regularly review Treasury and Market Risk policies, standards, and frameworks and ensure governance approvals (including Board approval where appropriate).
- Investigate Market Risk PV and reconciliation completeness; resolve daily exceptions.
- Investigate and resolve back-testing market risk exceptions daily.
- Review and sign off on daily risk metrics (where required).
- Build understanding of capital requirements and key drivers to support trading/hedging decisions.
- Participate in:
- New product/business developments
- Significant change processes
- Complex trade reviews
by performing risk assessments and stress testing.
- Review and challenge Treasury attestations, including stress testing and risk appetite.
- Support implementation of frameworks and policies within Treasury and Global Markets teams.
2. Other Risk Support & Relationship Management (30%)
- Represent the Risk team in meetings/calls with:
- Centre Risk colleagues
- Internal and external auditors
- Provide technical support to Treasury and Markets teams.
- Provide expertise on Capital and Liquidity Risk for key Group initiatives.
- Liaise with key stakeholders including AGL Treasurers (VP/D level) and other functions.
- Build and maintain a wide internal network across Risk and business units.
- Understand client/customer impact of conformance team activities.
- Take on additional tasks as requested by the CRO.
- Support colleagues in protecting the Bank’s reputation.
- Adhere to Absa Bank policies and standards applicable to the role.
- Understand and manage risks and incidents in line with the Absa Bank Tanzania Risk and Control Framework.
- Complete all mandatory training.
- Drive Risk Data Aggregation and Risk Reporting (RDARR) responsibilities as Data Steward.
- Attend Data Working Group meetings and conduct RDARR reviews and self-assessments.
Risk and Controls Objectives
- Ensure full compliance with regulatory requirements, Absa Operational Risk Framework, and internal policies.
- Apply applicable risk frameworks and embed a positive risk culture.
- Understand own role in end-to-end processes, including associated risks and controls.
- Demonstrate sound judgment and responsible risk management.
- Report all risk events/incidents using defined processes.
- Proactively identify opportunities to improve the control environment.
- Maintain continuous engagement with regulatory bodies and unions (where applicable).
- Complete all mandatory training within deadlines.
Technical Skills / Competencies
Education and Experience Required
- Minimum Bachelor’s degree in:
- Statistics
- Mathematics
- Risk Management
- Econometrics
- Economics
- Accounting
- At least 3 years of Risk and/or Treasury-related experience.
- Practical Treasury risk management experience (preferred).
- Good understanding of:
- Bank products and inherent risks
- Current and future regulatory environment
- Translating regulatory requirements into risk frameworks and business requirements
- Experience participating in risk assessments and stress testing for new products and complex trades.
Knowledge & Skills (Maximum 6)
- Excellent negotiation skills and ability to present to senior stakeholders.
- Ability to manage relationships across all staff levels and align recommendations with senior management.
- Strong understanding of macro-economics.
- Strong understanding of reputational risk and its impact.
- Good understanding of operational and compliance risks.
