Trees for the Future (TREES) believes farmers have the power to transform the world. For over 30 years, TREES has been a global leader in agroforestry training, partnering with farming families to build vibrant economies, sustainable food systems, and thriving ecosystems. Through the signature Forest Garden Approach, a proven nature-based solution, farmers restore land, plant thousands of trees, and grow diverse crops—breaking cycles of climate change and generational poverty.

THE ROLE
The Monitoring, Evaluation, and Learning (MEL) Officer is responsible for implementing systems that track project performance, collect and analyze data, report results, and facilitate learning for continuous program improvement. The role ensures that projects meet strategic objectives by developing MEL tools, monitoring activities, conducting analysis, and communicating findings to inform adaptive management and enhance impact.
The MEL Officer will support daily MEL implementation for TREES Tanzania, providing technical oversight across project sites in Magu District. The role includes coordinating data collection and analysis, demonstrating progress against strategic objectives, generating regular and ad hoc reports, and supporting learning and accountability at the project level. The position reports to the MEL Manager.
In addition to the full-time position, TREES will also recruit a Temporary Maternity Cover MEL Officer (6 months).
KEY RESPONSIBILITIES
1. Strategic Design and Planning
- Roll out Results Frameworks, M&E Frameworks, and MEL plans aligned with Country and Global Strategic Plans and TREES MEL standards.
- Design and deploy MEL tools, providing coaching and capacity building to project staff.
- Develop and maintain indicator workbooks to guide routine tracking of output indicators.
- Ensure monthly updates of indicator tracking tables and share implementation status with Program Managers.
2. Routine Monitoring and Data Collection
- Develop and implement MEL plans, tools, and systems (surveys, trackers).
- Collect, verify, and manage data from field activities.
- Monitor progress against targets and identify implementation challenges.
- Conduct joint monitoring visits with district staff and stakeholders to ensure alignment with CSP objectives, work plans, budgets, and expected results.
3. Evaluation and Analysis
- Analyze quantitative and qualitative data to assess performance and outcomes.
- Conduct trend analysis, research, and case studies to measure impact.
- Support baseline, end-line, and periodic program evaluations.
- Coordinate internal and external evaluations, ensuring adherence to TREES standards and data quality.
- Follow up on the implementation of evaluation recommendations.
4. Learning and Adaptive Management
- Document and share lessons learned and best practices.
- Organize review meetings, reflection sessions, and learning workshops.
- Promote adaptive management and evidence-based decision-making.
- Disseminate evaluation findings to stakeholders.
- Coordinate beneficiary feedback and reflection meetings.
- Collaborate with the Communications team to develop IEC materials and dissemination packages.
5. Reporting
- Prepare high-quality quarterly, annual, and ad hoc reports.
- Produce quarterly monitoring reports from the MEL database.
- Develop success stories, case studies, and content for communications and social media.
- Communicate insights to program teams, management, and donors.
6. Capacity Building
- Strengthen project team capacity in data analysis, survey interpretation, and report writing, including sex-disaggregated data.
- Orient and guide staff on data management systems, including TaroWorks.

REQUIREMENTS
- Bachelor’s degree in Demography, Statistics, Social Sciences, Information Technology, or a related field.
- Minimum of three (3) years of experience designing and implementing MEL systems in an NGO setting.
- At least two (2) years of experience providing MEL training and supervision.
- Experience in MEL for agriculture and environmental protection projects.
- Proficiency in mobile and online data collection and data management tools.
- Ability to work independently with minimal supervision.
- Willingness and ability to travel extensively in the field.
- Proficiency in MS Word, Excel, PowerPoint, Outlook, and statistical software (SPSS, STATA, Epi Info, or similar).
- Strong community facilitation skills.
- Experience providing remote support or willingness to learn remote facilitation.
- Excellent analytical, reporting, and presentation skills.
- Fluency in English and Kiswahili (written and spoken).
- Ability to work in remote areas and communicate effectively with smallholder farmers.
