Job Title: Operations Associate.

Primary Location: Dar es Salaam, Tanzania.

Travel Requirements: Occasional travel to Malawi and Zambia.

Reporting Line: Reports to the Country Director, IPA Tanzania.

Role Summary
The Operations Associate coordinates operational, security, compliance, procurement, logistics, and selected HR functions. The primary goal is to ensure efficient and high-quality systems that enable research and program delivery across the three-country portfolio.
Key Responsibilities
Operational & Compliance Management

Support the Country Director in implementing strategic and operational plans.

Assist in developing and documenting policies to strengthen financial and operational management.

Coordinate with local legal counsel to ensure compliance with national laws, labor regulations, and tax requirements in all three countries.

Track office registrations, permits, and statutory obligations.
Safety, Security & Logistics

Implement safety and security procedures in line with IPA Global and Local policies.

Maintain security contact lists, communication trees, and incident reports.

Sorce and manage relationships with regional vendors for transport, supplies, and insurance.

Coordinate with clearing agents for the compliant import/export of goods across borders.

Maintain accurate asset inventories and ensure all assets are appropriately insured.
Human Resources & Administration

Support HR functions, including staff registration in payroll systems and with government authorities.

Maintain accurate staff information in the HRIS and ensure staff files are complete (contracts, insurance, etc.).

Manage onboarding, offboarding, and payroll documentation processing.
Stakeholder Coordination & Reporting

Assist in preparing documentation for research permits and operational approvals.

Support working relationships with government institutions, regulators, and research bodies.

Prepare operational reports, audit support materials, and monthly/annual statutory filings.
Candidate Requirements
-
Education: Master’s Degree in Management, Business Administration, or a related field.

Experience: 4–10 years of experience in a non-profit organization.

Leadership: Experience managing staff and working within complex, geographically spread organizational structures.

Technical Skills: Proficiency in MS Excel and a strong understanding of financial and tax regulations.

Languages: Effective written and verbal communication skills in both English and Swahili.

Competencies: High degree of professionalism, analytical problem-solving, and attention to detail.
