About IFAD
The International Fund for Agricultural Development (IFAD) is a specialized agency of the United Nations and an international financial institution dedicated to eradicating rural poverty and hunger. IFAD achieves this by investing in rural communities, enhancing agricultural productivity, and advocating for policies that contribute to rural transformation.
The IFAD Tanzania office manages a significant portfolio of US$2.3 billion (with US$189 million directly funded by IFAD), strategically focused on climate resilience, productivity, and market access. The overarching goal is to reach 2 million rural poor farmers across the crop, livestock (dairy), and fisheries sectors.
Role Purpose
Under the direct supervision of the Country Director, the Private Sector Development Officer will be crucial in supporting the IFAD Tanzania Country Program. The primary function is to improve market linkages and enhance engagement with the private sector across both the existing sovereign portfolio and the emerging Non-Sovereign Operations (NSO) portfolio.
This role requires a comprehensive approach to program coordination, partnership building, and policy advocacy, with a specific focus on private sector strategy implementation.
Key Functions and Accountabilities
1. Private Sector & Non-Sovereign Operations (NSO) Management
- Serve as the crucial link between IFAD’s portfolio and private sector partners to drive agricultural development and reduce rural poverty.
- Support the design and due diligence of the IFAD NSO facility for Tanzania.
- Oversee the implementation of the NSO portfolio and monitor investment performance against financial and developmental goals.
- Build and maintain essential relationships with private sector partners and financial institutions to facilitate co-financing and resource leveraging.
2. Country Programme & Portfolio Support
- Enhance the ** technical quality** of IFAD country activities, including the Results-Based Country Strategic Opportunities Programme (RB-COSOP) and project design, supervision, monitoring, and reporting.
- Provide significant contributions towards sustainable government strategies and policies in agricultural development.
- Be accountable for capacity building in the program, including coordinating workshops and seminars related to implementing IFAD’s private sector strategy in Tanzania.
3. Partnership Building & Coordination
- Enhance relationships and collaborations with government agencies, multilateral/bilateral donors, and civil-society organizations.
- Identify synergies, propose coordinated strategies, and promote collaboration to identify financing opportunities with other donors.
- Interim CPC Deliverables: The Officer will cover the role of the Country Programme Coordinator (CPC) during parental leave, which includes supervising the implementation of the Agriculture and Fisheries Development Programme (AFDP).
4. Policy Development & Knowledge Management
- Participate in relevant policy meetings and events to advocate for an enabling environment for sustainable, pro-poor private sector development.
- Contribute to economic and policy dialogue by providing evidence-based recommendations derived from project realities to ensure the scaling up of IFAD initiatives.
