Action Against Hunger-USA is part of the Action Against Hunger International Network, delivering integrated humanitarian and development programming in nearly 50 countries across the sectors of Nutrition, Health, Water, Sanitation & Hygiene (WASH), Food Security & Livelihoods (FSL), and Protection.
Action Against Hunger-USA currently manages operations in South Sudan, Somalia, Ethiopia, Kenya, Tanzania, Uganda, Zambia, and Haiti, with over USD 110 million in active programs and approximately 2,500 staff across country offices, its Headquarters in Washington DC, and an Operational Centre in Nairobi. Continued organizational growth is anticipated.
About the Tanzania Country Program
In Tanzania, Action Against Hunger implements integrated, multi-sectoral programming in the Dodoma and Singida clusters, aligned with national priorities including:
- Health Sector Strategic Plan (HSSP V)
- National Plan for Reproductive, Maternal, Newborn, Child and Adolescent Health & Nutrition (2021/22–2025/26)
- National Multisectoral Nutrition Action Plan (NMNAP)
- National Plan of Action to End Violence Against Women and Children (NPA–VAWC II)
- National Accelerated Action and Investment Agenda for Adolescent Health and Wellbeing (NAIA-AHW)

Since 2015, the organization has delivered integrated interventions in Nutrition & Health, WASH (including infrastructure construction), Food Security & Livelihoods, MEAL, and Gender & Protection, prioritizing underserved communities.
The strategy focuses on reducing chronic malnutrition and maternal, neonatal, and child mortality through nutrition-centered, multi-sectoral approaches that strengthen health systems, improve service delivery, promote climate resilience, and enhance emergency response capacity.
I. Summary of Position
The Program Manager provides strategic and operational leadership for an integrated, multi-sectoral project implemented across the Dodoma and Singida regions, based in Dodoma.
The role ensures high-quality implementation, grant compliance, financial oversight, and effective coordination across Nutrition & Health, FSL, WASH (including construction), MEAL, and Gender & Protection components.
Purpose
To ensure effective, compliant, and high-quality delivery of donor-funded projects—on time, within scope, and within budget—while strengthening local systems and partner capacity.
Engagement
The Program Manager works closely with Regional Administrative Secretaries, Regional Medical Officers, District Executive Directors, and sectoral departments to ensure alignment with government priorities and coordinated implementation.
Delivery
The role ensures integrated project delivery, strong reporting, accurate forecasting, compliance, risk management, and effective partner oversight, while contributing to country strategy and resource mobilization.
II. Key Responsibilities
1. Multi-Sectoral Program Leadership & Flawless Execution
- Lead flawless execution of integrated programming across Nutrition & Health, FSL, WASH (including construction), MEAL, Gender & Protection, and Advocacy
- Institutionalize Action Against Hunger strategies, SOPs, and Technical Frameworks across field operations
- Promote the Hunger Smart (Nutrition-Sensitive) approach across all interventions
- Enforce use of the Program Quality Management Tool (PQMT)
- Foster a culture of data-driven performance using DHIS2, BFU, and APR reviews
- Integrate climate-smart and resilience-building approaches across sectors
- Provide oversight of WASH infrastructure and construction projects
- Ensure safeguarding and MEAL principles are embedded throughout the project lifecycle
- Provide high-level technical updates to the PDQ Director
- Promote innovation, research, and collaboration with ministries, universities, and the private sector
2. Grant, Financial & Risk Management
- Oversee comprehensive grant management and donor compliance (USAID, EU, FCDO, GAC)
- Monitor burn rates, budget follow-ups, and financial forecasting aligned with AOPs
- Demonstrate Value for Money (VfM) using high-quality field data
- Maintain audit-ready systems and dynamic risk registers
- Lead project lifecycle management including startup, asset management, and close-out
3. Partner & Sub-Grant Management
- Manage sub-grants and seed grants with strong compliance and accountability
- Strengthen local NGO partnerships through mentorship and capacity building
- Ensure harmonized data systems, safeguarding standards, and reporting tools
- Position partners for direct donor funding readiness
4. Reporting, Learning & Compliance
- Ensure timely, high-quality narrative and financial reporting
- Use AOP data for adaptive management
- Document case stories and organize internal learning webinars
- Institutionalize Feedback and Accountability Mechanisms (FAM)
- Promote learning, best practices, and evidence generation
5. Stakeholder Coordination & External Relations
- Represent Action Against Hunger in SUN Movement and coordination platforms
- Maintain strong relationships with regional and council authorities
- Contribute to national policy dialogue and advocacy
- Align programming with national strategies (HSSP V, One Plan III, NMNAP, etc.)
- Support domestic resource mobilization for nutrition at LGA level
6. Team Leadership & Capacity Development
- Supervise Nutrition/Health, WASH, FSL, Gender & Protection, and MEAL teams
- Set objectives, conduct performance reviews, and mentor staff
- Lead regular program meetings and monitor action points
- Foster a collaborative, accountable, and results-driven culture
7. Emergency Preparedness, Climate Resilience & Strategic Contribution
- Support Disaster Risk Reduction (DRR) planning and emergency readiness
- Integrate Early Warning Systems (EWS) into FSL programming
- Strengthen Climate-Smart Agriculture (CSA) as a core strategy
- Contribute to proposal development, fundraising, and strategy refinement
III. Supervisory Responsibilities
- Direct management of 5 Heads of Department and Program Development Lead
- Oversight of local NGO partner performance
- Close coordination with PDQ, Finance, HR, MEAL, Communications, and Technical teams

V. Requirements
Education
- MSc in Public Health, Human Nutrition, Development Studies, Food Science & Technology, or related field
- Bachelor’s Degree in Nutrition, Agriculture, Agribusiness, Agronomy, Medicine, or related field
Experience
- 7–10 years’ experience in INGO program management
- Minimum 5 years managing integrated, multi-sectoral projects
- Experience with institutional donors (USAID, EU, FCDO; GAC an advantage)
- Experience managing partner sub-grants
