To strengthen our programmes team, CBM Tanzania Country Office is seeking a qualified Programme Officer.
Key Responsibilities
1. Project Development
- Lead the development of project ideas and designs, including concept notes, logframes, proposal narratives, activity planning, and budget inputs.
- Identify and engage partners in coordination with the Country Director, Fundraising Teams, and relevant initiatives.
- Collaborate with the Partner Portfolio Team in planning and conducting partner assessments, and support actions to address identified programmatic and governance gaps.
- Coordinate partner onboarding, including kick-off workshops and orientation on CBM and donor-specific tools, processes, and reporting calendars.
2. Partner Capacity Building
- Design and deliver partner programmatic capacity-building trainings and events.
- Support the Country Director in organizing and facilitating bi-annual and annual partner review meetings.
3. Project Coordination and Quality Assurance
- Coordinate with partners to ensure implementation of agreed activities in line with approved timelines and work plans.
- Maintain regular communication with partners on project progress and provide technical guidance on implementation issues.
- Manage budget and activity change requests, including analysis of deviations, alignment discussions with partners, and coordination with relevant CBM departments.
4. Monitoring, Evaluation, and Learning (MEL)
- Conduct partner monitoring visits (remote and on-site), including planning, development of Terms of Reference (ToRs), document reviews (including high-level voucher checks), stakeholder consultations, debriefings, reporting, and follow-up on agreed actions.
- Coordinate evaluations, including ToR development, consultant recruitment, documentation, dissemination of findings, and follow-up on recommendations.
- Support knowledge and learning management through documentation, dissemination, and representation of lessons learned and best practices, both internally and externally.
5. Reporting and Audit
- Review, finalize, and submit high-quality programmatic and financial project reports.
- Monitor activity and budget status to prepare forecasts and Requests for Funds.
- Ensure compliance with donor requirements and CBM policies.
- Follow up on programmatic and governance-related audit findings and actions.
6. Compliance and Risk Management
- Identify project risks and issues, develop mitigation plans, and ensure timely implementation and follow-up.
- Ensure partners maintain adequate systems, processes, and capacities to comply with CBM’s programmatic and governance requirements.
- Support the implementation of partner assessments and follow-up on governance-related recommendations.
7. Project Administration (ERP Systems – PROMIS / NGO Online)
- Set up and maintain accurate project records in PROMIS throughout the project lifecycle.
- Ensure timely forecasting, budget adjustments, cost plan revisions, and system updates, including Quick Status Reviews and report uploads.
8. Internal Alignment and External Representation
- Ensure effective internal coordination and alignment with relevant CBM stakeholders.
- Represent CBM externally on behalf of the Country Director, as delegated.
Qualifications and Experience
Education
- Bachelor’s or Master’s degree in Project Management, International Development, or a related field.
Experience
- Minimum of two (2) years’ experience in project management within the NGO/INGO sector or a comparable environment.
Key Skills and Competencies
- Project Management: Strong skills in planning, implementation, monitoring, and closure of projects using tools such as iPCM, logframes, and monitoring frameworks.
- Programme Management: Ability to manage multiple projects and programmes simultaneously.
- Technical Awareness: Familiarity with thematic areas relevant to CBM’s mandate; thematic expertise is an advantage but not required.
- Data Analysis and Forecasting: Ability to analyse financial and programmatic data to support evidence-based decision-making.
- Budget Management: Proven ability to manage project budgets and ensure financial accountability.
- Communication: Excellent written and verbal communication skills.
- Interpersonal Skills: Strong collaboration and relationship-building skills with diverse stakeholders.
- Problem Solving: Ability to identify challenges and develop practical solutions.
- Languages: Professional proficiency in English; knowledge of local languages is highly desirable.
