Job Summary
The Project Officer will work under the supervision of the Country Project Coordinator and Regional Director for East and Horn of Africa. The role supports implementation of non-formal adult and youth education programmes across macro, meso, and micro levels in Tanzania.
Key Responsibilities
1. Technical Support & Programme Implementation
- Provide technical support to national, regional, and district stakeholders
- Support implementation of adult literacy, TVET, and community education programmes
- Assist government and NGO partners in the Integrated Community-Based Adult Education (ICBAE) programme
- Support development of multi-sectoral strategies for youth and adult education
2. Monitoring, Evaluation & Research
- Develop M&E tools for data collection and analysis
- Conduct monitoring and supervision visits to Community Learning Centres (CLCs)
- Ensure quality tracking of project activities and results
- Identify research areas in youth and adult education
3. Networking & Coordination
- Establish and maintain multi-sectoral networks in adult education
- Support implementation of pilot Community Learning Centres in Dar es Salaam and Coast regions
- Coordinate with stakeholders across government and non-government sectors
4. Training & Capacity Building
- Deliver training on adult education, andragogy, and ICBAE programme implementation
- Support workshops, conferences, and capacity-building activities
5. Project Management Support
- Ensure activities align with organizational budget and guidelines
- Support donor reporting and communication of project results
- Assist in proposal development for new funding opportunities
- Support tender processes and project planning activities
- Prepare reports for workshops, trainings, and donor updates
6. Advocacy & Communications
- Collaborate with Advocacy and Communications Advisor
- Support implementation of internal advocacy and communication strategies
Required Qualifications & Experience
- Bachelor’s or Master’s degree in Education or Social Sciences
- Minimum 4 years’ experience in NGO or development sector
- Strong experience in Monitoring & Evaluation (M&E)
- Knowledge of youth and adult education systems in Tanzania and beyond
- Experience working with government stakeholders at different levels
- Strong training and facilitation skills
- Excellent report writing and analytical skills
- Fluency in English and Kiswahili

Additional Requirements
