Risk Management and Compliance Officer

Reporting To: Senior Risk Management and Compliance Officer
Job Summary
The Risk Management and Compliance Officer supports the effective identification, analysis, evaluation, mitigation, monitoring, and reporting of both financial and non-financial risks. The role assists the Senior Risk Management and Compliance Officer in ensuring that the bank operates within the risk appetite approved by the Board of Directors and maintains a strong regulatory compliance environment.
Key Duties and Responsibilities
1. Risk Management (35%)
- Conduct risk assessments and recommend remedial actions for identified gaps.
- Monitor Risk Registers from Risk Control Self-Assessments (RCSAs) and report status updates.
- Monitor Key Risk Indicators (KRIs) and coordinate mitigation strategies with process owners.
- Perform risk review assignments in line with Risk and Compliance policies to identify high-exposure areas and recommend improvements.
2. Regulatory Compliance (35%)
- Monitor regulatory returns to ensure accuracy and timely submission to the Bank of Tanzania and other regulators.
- Conduct compliance reviews to ensure adherence to laws, regulations, and regulatory circulars.
- Monitor key compliance risk areas, including:
- Credit portfolio and collateral management
- Documentation and consumer protection
- AML, KYC, and suspicious transaction monitoring
- Account opening and dormant account reactivations
- Agent Banking and Mobile Banking operations
- Ensure the Regulatory Compliance Library and internal PEP list are up to date.
- Review policies and operational procedures to ensure compliance with Bank of Tanzania regulations and applicable laws, recommending immediate amendments where necessary.
- Monitor AML compliance, follow up on suspicious transaction reporting, and ensure staff AML training completion.
- Coordinate with Legal Counsel on new laws, amendments, and regulations affecting banking operations and monitor their implementation.
- Monitor compliance with the Subsidiary General Policies Manual (SGPM) and recommend changes where local laws override group policies.
3. Reporting (20%)
- Prepare and submit timely and accurate Risk and Compliance assessment reports.
- Prepare monthly Risk and Compliance activity reports for submission to the Senior Risk Management and Compliance Officer.
4. Training & Capacity Building (10%)
- Conduct regular staff training on applicable laws, regulations, and emerging compliance requirements.
- Provide coaching and guidance to staff during assessments to address identified weaknesses.
Experience and Competencies
- Minimum of 2 years’ experience in a banking or microfinance institution.
- Strong knowledge of microfinance, banking operations, and deposit-taking/lending institutions.
- Good understanding and application of banking policies, processes, and regulatory frameworks.
- Prior experience as a Compliance Officer is an added advantage.
- Strong communication, teamwork, and organizational skills.
- High level of integrity, initiative, and self-motivation.
- Fluency in spoken and written English.
- Proficiency in MS Excel, Word, PowerPoint, Visio, and other Microsoft Office applications.
