About the Position
The U.S. Mission in Tanzania is seeking eligible and qualified applicants for the Senior Foreign Service National Investigator (Security Investigator) in the Regional Security Office.

Key Responsibilities
Primary Role
- Serve as the Regional Security Office’s (RSO) primary outreach and liaison to host government law enforcement and security entities
- Act as the principal and recognized authoritative security advisor to the RSO and COM, particularly for security programs requiring extensive coordination with the host nation
- Handle security programs that may be particularly complex or demanding based on local environment
Supervisory Duties
- Supervise the Foreign Service National Investigator (FSNI) Unit
- Train and supervise the work of others
Investigation Management
- Oversee the range of investigations conducted at post, including supervising background investigations
- Directly conduct special and sensitive cases for the RSO
- Manage complex investigations on behalf of associated agencies at post
- Handle evidence with utmost discretion
Protection & Coordination
- Facilitate the protection of post personnel and visiting U.S. government officials
- Manage all aspects of host nation capacity building
- Coordinate host nation role in post’s emergency preparedness programs
Strategic Planning
- Responsible for long-term and strategic planning of security and law enforcement initiatives with host nation
- Manage security programs requiring more coordination with the host nation than typical due to frequency or complexity

Qualifications and Requirements
Education and Experience
Applicants must meet ONE of the following three options:
Option 1
Education:
- University Degree (B.S.) in law enforcement, criminology, or related major (or host country equivalent)
AND
Experience:
- At least 5 years as a professional investigator or special agent with substantive experience conducting complex and high-profile investigations (e.g., fraud or organized crime)
- Must demonstrate mastery of investigative techniques and comprehensive knowledge of local legal procedures and host nation government law enforcement and security agency structures and operations
Option 2
Education:
- Two years of college or university studies in any field
AND
Experience:
- At least 7 years as a professional investigator or special agent with substantive experience conducting complex and high-profile investigations (e.g., fraud or organized crime)
- Must demonstrate mastery of investigative techniques and comprehensive knowledge of local legal procedures and host nation government law enforcement and security agency structures and operations
Option 3
Education:
- Completion of secondary school
AND
Experience:
- At least 8 years as a professional investigator or special agent with substantive experience conducting complex and high-profile investigations (e.g., fraud or organized crime)
- Must demonstrate mastery of investigative techniques and comprehensive knowledge of local legal procedures and host nation government law enforcement and security agency structures and operations
Language Requirements
Required (Level IV – Fluent):
- English: Speaking/Reading/Writing and ability to translate (may be tested)
- Kiswahili: Speaking/Reading/Writing and ability to translate (may be tested)
Required Knowledge
- Expertise in the principles and techniques of conducting investigations
- Comprehensive knowledge of documentary sources of information and local/regional laws regarding marriage, divorce, adoption, and military service
- Knowledge of the intricacies of external and internal structures of host government law enforcement and security agencies, including essential contacts
- Advanced knowledge of the host country’s customs, official communication protocols, and government entities
Required Skills and Abilities
Investigation & Analysis
- Ability to maintain extensive contacts at all levels within host country law enforcement and security agencies
- Ability to conduct sensitive investigations with utmost discretion
- Ability to collect, analyze, and present data in various formats including maps, charts, and oral/written reports
Communication & Documentation
- Ability to draft correspondence and written reports in both English and the host nation language
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)
Personal Competencies
- Maintain integrity, impartiality, emotional and mental stability
- Demonstrate sound judgment, initiative, resourcefulness, discretion
- Exhibit incisive thinking, adaptability, thoroughness
- Capacity for effective public relations
Security and Medical Requirements
All selected candidates must be able to obtain and hold:
- Security certificate
- Medical certificate
All selected candidates will be subject to:
- Background investigation
- Pre-employment medical exam
Security Clearance Required: Public Trust – Background Investigation
Selected candidates must be able to begin working within a reasonable period of time upon receipt of agency authorization and clearances/certifications or their candidacy may end.

Hiring Preference Selection Process
A hiring preference is extended to eligible and qualified applicants in the following order:
- Appointment Eligible Family Member (AEFM) / U.S. Citizen Eligible Family Member (USEFM) who is a preference-eligible U.S. Veteran*

- Foreign Service (FS) on Leave without Pay (LWOP) and Civil Service (CS) with reemployment rights**
*USEFM applicants claiming status as preference-eligible U.S. Veterans must submit DD-214, Letter from Veterans’ Affairs, or equivalent documentation.

Additional Employment Considerations
For EFMs, USEFMs, and AEFMs:
- Current employees in their first 90 calendar days who used a hiring preference are not eligible (except TEMP or intermittent/irregular schedules)
- Candidates who accepted a conditional offer may not receive a second conditional offer unless they withdraw candidacy for the first position in writing
For Locally Employed (LE) Staff:
- Current employees serving a probationary period are not eligible
- Employees with Overall Summary Rating of Needs Improvement, Unsatisfactory, or MBC score less than 100 points on most recent Employee Performance Report are not eligible
