Job Purpose

To define and execute the Bank’s data strategy and coordinate the execution of an enterprise-wide data governance framework, with a strong focus on data quality and data privacy. The role ensures the development and management of master and reference data to support business intelligence, advanced analytics, and AI-driven solutions.

Main Responsibilities

Data Strategy & Architecture

Lead strategy for the planning, analysis, and design of the Enterprise Data Platform (Modern Data Stack), ensuring alignment with the Bank’s overall informatics and strategic plans.
Lead the development and execution of the Bank’s data strategy in alignment with business objectives.
Lead the strategic technical planning, analysis, and design of integrated analytical information assets across modern data platforms.
Manage the lifecycle of data integration, transmission, and operational analytics within enterprise data environments.

Analytics, AI & Advanced Insights

Collaborate with Data Science teams to establish feature stores, data lineage, and quality checks for Machine Learning pipelines.
Drive best practices around Advanced Analytics and AI readiness across the organization.
Drive performance of current and new product initiatives using appropriate statistical techniques and analytics infrastructure.
Produce meaningful metrics and fact-based insights to support brand positioning, customer retention, pricing, product innovation, competition analysis, and cost-effective business growth.

Data Governance & Quality Management

Lead execution of the Data Management Program focused on data governance and continuous improvement of data quality.
Establish and enforce a clear data quality policy for the Bank.
Promote data quality awareness across multiple staff profiles.
Research, assess, and determine the scope and complexity of data quality issues and define remediation actions.
Ensure consistency reviews through post-load audits to identify, compare, and resolve data quality issues.
Maintain adherence to technology standards supporting information delivery and analytics.

Data Privacy & Compliance

Serve as a key liaison for Data Privacy compliance, ensuring adherence to Tanzanian banking regulations and global standards (e.g., GDPR principles) related to customer PII.

Business Enablement & Reporting

Support business reporting requirements by defining and implementing an enterprise reporting strategy.
Act as a bridge between business units and technical teams by translating business requirements into a clear technical vision.
Empower business teams through implementation of a Data Catalog to enable self-service analytics and data democratization.

Leadership & People Management

Lead and manage a team of Data Stewards and Specialists supporting data exploration and quality assurance.
Provide strategic direction to the Data Management & Governance unit in alignment with bank-wide strategy.
Recruit, build, and retain a high-performing, world-class data management and governance team.
Ensure effective performance management through structured appraisals, continuous coaching, and leadership development.

Knowledge and Skills

Strong understanding of data management practices and the DAMA-DMBOK framework.
Proficiency in SQL, Python, R, ETL tools, modern data platforms, cloud data warehousing/lakehouse architectures, and BI tools.
In-depth knowledge of data management domains and data governance principles.
Strong understanding of data collection methodologies and data element relationships.
Excellent analytical, research, and problem-solving skills.
Project management, people management, and risk management capabilities.
Strong leadership, coaching, and stakeholder management skills.
Excellent report writing, presentation, and communication skills.
Ability to explain complex technical concepts clearly to non-technical audiences.
Ability to work under pressure, prioritize effectively, and meet deadlines.
Understanding and interest in financial and banking products and markets.

Qualifications and Experience

Bachelor’s degree in Computer Science, Computer Engineering, Finance, Economics, Business, or a related field.
DAMA-DMBOK2 certification or equivalent is preferred.
Minimum of 5 years’ experience in ETL, modern data platforms, analytics, Management Information (MI), or Business Analysis.
Proven experience leading Data Management and Data Governance initiatives is an added advantage.
