This role is pivotal: Define, lead, and execute comprehensive strategic client plans for the Government of Tanzania (GoT), Ministries, Departments & Agencies (MDAs), State-Owned Enterprises (SOEs), and Development Partners. The goal is to establish NBC as the primary banker and trusted advisor for government financing, budget execution, PPP structuring, and key infrastructure projects, driving profitable growth and championing NBC’s leadership in public sector financing.

Key Accountabilities

 

The role’s responsibilities are divided into four main areas:

 

1. Sales and Service (55%)

 

• Lead multi-year strategic engagement plans for the Ministry of Finance, Bank of Tanzania, SOEs, and key MDAs.
• Originate large-ticket transactions (e.g., project finance, syndicated loans, Debt Capital Market issuance, trade finance).
• Secure NBC’s share of donor inflows, government collections (GePG), and FX flows.
• Build deep relationships at the Permanent Secretary, Director General, CEO, and Board Chair level.
• Grow NBC’s market share across collections, payments, payroll, deposits, lending, and Foreign Exchange.
• Coordinate cross-sell opportunities across Trade, Markets, Transaction Banking, and Custody.
• Represent NBC at government forums, budget dialogues, and PPP committees.
• Deliver thought leadership sessions on financing solutions and capital market trends.

 

2. Business Focus (20%)

 

• Shape NBC’s public sector strategy, aligning with national priorities (Vision 2050 and FYDP).
• Track portfolio revenue vs. budget, monitor pipeline conversion, and close revenue gaps.
• Optimize pricing, FTP allocation, and product mix to improve Return on Risk-Weighted Assets (RORWA).
• Identify new revenue pools from SOE reforms, privatization programs, and infrastructure pipelines.
• Maintain a live dashboard of policy updates, fiscal reports, and donor disbursements.
• Share actionable insights with product teams to create tailored solutions.

 

3. Risk Focus (15%)

 

• Lead annual credit reviews, covenant tracking, and sanction fulfilment for all exposures.
• Anticipate sovereign risk events, provide early warning of arrears, and manage arrear recovery actions.
• Ensure strict adherence to AML/CFT standards on government transactions.
• Act as the 1st line of defense for operational, reputational, and regulatory risk.

 

4. People Focus (15%)

 

• Commit to continuous learning and self-development (training, shadowing, etc.).
• Provide day-to-day coaching and development for the team (operational bankers, analysts, peers).
• Mentor junior Relationship Managers and analysts on government sector banking and credit structuring.
• Facilitate training sessions on public sector financing, PPP structuring, and FX flows.

Qualifications and Competencies

 

 

Required Qualifications

 

• Education: Bachelor’s degree in Business, Finance, Economics, or related field (Master’s preferred).
• Experience: 7 years’ banking experience, with at least 4 years specifically in government or institutional banking.
• Track Record: Proven success in business development, deposit mobilization, and senior stakeholder engagement.
• Advantage: Familiarity with government structures and payment systems.
