Digital Opportunity Trust (DOT) is seeking an experienced, motivated, and digitally proficient professional, fluent in English, to serve as the Toward Scaling Project Officer.

1. Who We Are

 

Digital Opportunity Trust (DOT), is an International Non-profit Organization headquartered in Ottawa, Canada, which fosters digital inclusion for leadership, economic empowerment, and climate action among young women and men in Africa and the Middle East. DOT is a vibrant youth-driven community of trailblazing social pioneers equipped with the necessary tools, knowledge, and networks to create opportunities and drive transformation within their communities. We strive to foster youth potential, bridge digital gaps across communities, and inspire young individuals to partake in an all-inclusive digital economy. As catalysts of development for over 23 years, our impact extends to over 25 countries.

The Toward Scaling Project: Through Toward Scaling, a youth-focused project, DOT will be providing funding to local organizations across Africa to implement innovative projects that contribute to youth agency, well-being and economic empowerment. This funding will be complemented by a virtual program that surfaces learnings, strengthens the capacity of local organizations, and deepens youth engagement in local innovation.

2. The Opportunity

 

The Toward Scaling Project Officer will provide technical, coordination and operational support across all Toward Scaling projects. The primary responsibility is to support and oversee a cohort of community-based organizations (Innovation Scale Partners) in Africa looking to scale their innovative development projects by working closely with the Senior Project Manager and technical teams to ensure that implementation aligns with approved plans and budgets.

The role will also provide ongoing partner support and capacity building, and ensure consistent progress reporting and learning to achieve project goals and foster innovation exploration. This position may also be called on to provide on-demand support to DOT’s broader youth-focused initiative in Africa, particularly as it relates to learning and innovation and impact story-telling.

3. Key Responsibilities (Terms of Reference)

 

The Project Officer will be responsible for the effective delivery, continuous learning, and clear communication among all stakeholders. Key tasks include:

• Coordination & Delivery: Coordinate day-to-day implementation of Toward Scaling projects to ensure smooth and timely delivery.

• Partner Management: Liaise with Scale Partners to monitor progress, gather updates, and identify areas requiring support.

• Activity Facilitation: Plan and facilitate key program activities, including online workshops, launch events, review sessions, and regular check-in meetings with partners.

• Compliance & Reporting: Support contracting, due diligence, reporting, and compliance processes in line with organizational requirements.

• Learning & Documentation: Facilitate reflection and document partner learning, outcomes, and progress toward scaling goals. Collect, analyze, and synthesize project data and insights to inform program learning and contribute to the development of knowledge documents.

• Communication: Prepare periodic progress reports, briefs, and learning summaries for internal and external stakeholders. Coordinate communication and knowledge sharing across the Core Project Management team, Donor and Scale Partners.

• Digital Innovation: Utilize digital tools and collaborative platforms to enhance coordination, reporting, and information management. Identify and adopt digital and process innovations that improve program efficiency and learning.

4. Qualifications and Experience

 

• Education: Bachelor’s degree in Project Management, Development Studies, Business, or related field.

• Experience: At least 5 years of relevant experience in program or project coordination, preferably in innovation, development, or scaling-related initiatives.

• Skills: Strong digital literacy and familiarity with collaborative and data management tools.

• Communication: Excellent organizational, analytical, and communication skills.

• Teamwork: Demonstrated ability to work in a team environment and manage multiple priorities and stakeholders effectively.

Core Competencies

 

• Strong Communicator: Demonstrates clarity, precision, and professionalism in both written and verbal communication. Excellent command of the English language is required.

• Digitally Fluent: Highly tech-savvy and confident using digital tools for coordination, analysis, and reporting.

• Analytical and Solution-Oriented: Able to identify challenges, analyze data, and propose practical solutions.

• Collaborative: Strong interpersonal skills with a teamwork mindset.

• Adaptive and Innovative: Open to experimentation, continuous learning and adaptive approaches in dynamic and evolving environments.
