VACANCY ANNOUNCEMENT
1.0 BACKGROUND INFORMATION
On behalf of the Ministry of Information, Culture, Arts and Sports, the Public Service Recruitment Secretariat invites high-caliber, results-oriented, self-driven professionals with integrity, dynamic attributes and suitable qualifications who are Tanzanian citizens to fill one (1) vacant post of Principal/Chief Executive Officer of Bagamoyo Arts and Cultural Institute (TaSUBa).
2.0 THE BAGAMOYO ARTS AND CULTURAL INSTITUTE (TaSUBa)
The Bagamoyo Arts and Cultural Institute (TaSUBa) was established under the Executive Agencies Act No. 30 of 1997 and Government Notice No. 220 of November 2007.
The Institute replaced the former Bagamoyo College of Arts, which was established in 1981, in order to better correspond to the changing role of performing arts in Tanzania.
Aims and Mission
The Institute aims to:
- Encourage the development of Tanzanian arts and culture.
- Promote the use of arts and culture as a record of contemporary life and manners.
- Promote education about film, television and the moving image generally.
- Promote understanding of the impact of film, television and moving images on society.
- Provide Certificate and Diploma courses in various specializations.
TaSUBa is under the Ministry of Information, Culture, Arts and Sports. It is registered by the National Council for Technical Education (NACTVET/NACTE) and recognized as a Centre of Excellence by the East African Community (EAC).
The Institute is committed to achieving its mission, vision and objectives by continuing to provide high-quality education in Arts and Culture and transforming students who choose careers in Arts and Culture.

JOB SUMMARY / JOB PURPOSE
The Chief Executive Officer will serve as the Accounting Officer and Spokesperson of the Institute.
The CEO will be responsible for:
- Managing and overseeing all academic matters of the Agency.
- Managing and overseeing all administrative matters of the Agency.
- Serving as Secretary to the Governing Board of the Institution.
DUTIES AND RESPONSIBILITIES
The Principal/Chief Executive Officer will:
- Prepare and implement Strategic and Business Plans and associated budgets.
- Ensure delivery of Agency services to customers according to the expected standards.
- Organize and manage all Agency resources efficiently, economically and in accordance with principles of fairness and equality as outlined in Government policies and Financial Regulations.
- Set user fees for services for the recovery of operational costs plus a reasonable development margin.
- Prepare Annual Reports and Audited Financial Statements in accordance with the Public Finance Act and regulations for submission to the parent ministry.
- Ensure that all aspects of management and organization are regularly reviewed and appropriately aligned with training needs.
- Mobilize and negotiate for required resources.
- Ensure that the Agency is managed efficiently while taking into consideration National Policies and legal requirements.
- Facilitate learning, including teaching academic programmes at the Institution.
- Be responsible to the Governing Board for implementation of decisions of the respective Governing Board.
- Administer enforcement of by-laws and regulations made by the Governing Board.
- Promote good relations with the Government and other organizations.
- Work closely with other key players in the Education Sector to ensure successful running of the Agency and improved service delivery.
- Exercise such other powers as are conferred upon him/her under the Act and other relevant written laws.
QUALIFICATIONS
The candidate:
- Shall have academic standing with credentials of the rank of at least Senior Lecturer; or
- Be eligible for re-categorization as Senior Lecturer for Higher Learning Technical and Vocational Institutions; or
- Hold the rank of Principal Tutor/Principal Instructor or above.
EXPERIENCE
The candidate must have:
- Outstanding academic and administrative experience.
- Demonstrated capability in technical and vocational education and training.
- Experience preferably in a field related to the Institution.
- Proven ability to develop and coordinate implementation of an academic vision for a technical and vocational institution.
AGE LIMIT
- 45 years maximum, except for applicants who are already in the Public Service.
TERMS OF EMPLOYMENT
The successful candidate will be offered a:
Five (5) year contract, renewable subject to good performance.
REMUNERATION
Remuneration will be according to the approved TaSUBa salary scale.
