Job Title: Project Manager – Passive Projects
Reporting Line Manager: Chief Technical Officer
Location: Arusha
Position Purpose
The Project Manager – Passive Projects will provide overall project management leadership for NEWL’s Passive Projects, ensuring projects are properly initiated, planned, budgeted, implemented, controlled, accepted, and closed in accordance with client requirements, NEWL procedures, project timelines, and SHEQ standards.
The successful candidate will lead projects across various NEWL clients and will be responsible for coordinating internal teams, subcontractors, suppliers, fleet/logistics, finance, SHEQ, and client project teams to ensure successful project delivery.
Key Duties & Responsibilities
A. Project Leadership

Lead and direct high-priority projects requiring significant resources and cross-functional coordination.

Interface regularly with client Project and Operations Management teams.

Present project status, progress, risks, challenges, and issues to client personnel.

Coach and mentor project teams on NEWL project management processes and standards.

Take overall responsibility for projects throughout the entire project lifecycle: Initiation, Planning, Execution, Control, and Closure.
B. Project Initialization

Initialize CAPEX and OPEX projects in line with client requirements and expectations.

Identify and propose grid repair and/or upgrade projects to clients.
-
Identify and propose site asset rectification projects.
-
Identify and propose civil works improvement projects.
-
Identify and propose CAPEX lifetime-extension projects.
C. Logistics and Budgeting
-
Work with the Project Accountant to prepare and raise BOQs and BOMs.
-
Manage the financial aspects of projects against approved budgets.
-
Coordinate with the Fleet Team to ensure timely transportation of materials to project sites.
-
Ensure SHEQ compliance during material loading, transportation, offloading, and manual handling.
D. Project Implementation
-
Prepare and approve RAMs before commencement of project activities.
-
Manage project scope, risks, issues, deliverables, resources, and schedules.
-
Ensure implementation teams fully understand the approved project scope and requirements.

Inspect project tools and equipment and ensure they meet required standards.

Ensure toolbox talks are conducted and properly documented at every site.

Ensure all project personnel possess the required certifications and competencies.
-
Ensure implementation teams understand and comply with NOC, Operations, Security, and SHEQ processes.

Coordinate and supervise the implementation of pilot sites.
-
Ensure approved project timelines are communicated, monitored, and respected.
E. Project Acceptance and Closure

Ensure project implementation photo packs are prepared and submitted within 24 hours after task completion.

Work closely with the client project team to ensure timely project acceptance.

Ensure FAC is obtained from the client within 7 days after project completion.
-
Ensure all project documentation is properly completed and filed at project closure.
F. Recovered Items Management
-
Ensure all recovered materials and equipment are properly identified, recorded, and secured.
-
Ensure recovered items, including but not limited to DGs, Rectifiers, AVRs, LCUs, ATSs, backup batteries, DC cables, and AC cables, are returned to the client warehouse.

Ensure all recovered-item handover documents are completed, signed, and properly filed.
-
Maintain proper accountability and traceability of all recovered materials.
G. Invoicing and Financial Closure

Work closely with the Project Accountant to ensure timely preparation and submission of project invoices.

Ensure invoicing is completed within 7 days after project completion.

Follow up on outstanding project documentation required to facilitate invoicing.

Support timely financial closure of completed projects.
H. Client Relationship, SHEQ and Compliance
-
Client Relationship: Maintain a strong and professional relationship with clients and supporting departments; ensure timely communication and resolution of project-related issues; maintain effective coordination between NEWL and client project teams.

SHEQ: Take overall responsibility for ensuring strict adherence to NEWL’s HSE Policy across all projects; ensure workplace safety is given the highest priority throughout project execution; ensure full SHEQ compliance across all project activities; identify and report all near misses, hazards, incidents, and SHEQ non-conformities to the NEWL SHEQ Manager; ensure corrective and preventive actions arising from SHEQ findings are implemented and followed up.
Recommended Candidate Profile
Qualifications

Bachelor’s Degree in Project Management, Engineering, Telecommunications, or a related field.

Professional project management certification such as PMP, PRINCE2, or equivalent will be an advantage.

Relevant SHEQ/HSE certification is an added advantage.
Experience
-
Minimum 3 years’ experience in project management, preferably in telecommunications, passive infrastructure, civil works, power, or engineering projects.
-
Demonstrated experience managing multiple projects and field teams.
-
Experience working directly with major telecom/engineering clients.
-
Strong experience in BOQ/BOM, budgeting, logistics, project documentation, and client acceptance.
-
Experience managing CAPEX and OPEX projects.
