Job Overview
The Finance Officer – Accounts Payable is responsible for providing financial and management support to the Jhpiego Tanzania Office to ensure the smooth running of the office.
The position provides day-to-day financial and operational support, reviews internal control systems, manages accounts payable activities, and supports compliance with Jhpiego financial policies and procedures.
Key Responsibilities
- Examine financial documents such as vouchers, invoices, delivery notes, Purchase Orders, and other supporting documents to ensure the completeness, accuracy, and validity of financial data before payments are made in accordance with the Delegation of Authority (DOA).
- Monitor the disbursement of funds to ensure compliance with Jhpiego financial policies and procedures, including the Finance and Accounting Policies Manual for country offices, Banking Policy, QuickBooks Manual, Procurement Manual, and other applicable policies.
- Review the petty cash register and conduct periodic surprise cash counts.
- Review and/or approve expense reports and other project expenses on a day-to-day basis to ensure adequate documentation, allowability, allocability, and reasonability in accordance with the DOA.
- Track and examine documents such as vendor/consultant invoices and staff claims to ensure completeness, reasonability, accuracy, validity, and relevance to programs.
- Ensure bills entered into QuickBooks daily are correctly charged to projects, use the correct account codes, and apply the correct exchange rates.
- Ensure every payment transaction processed in QuickBooks is updated promptly in the Invoice Payment Tracker, VAT Tracker, and Income Tax Withholding Tracker.
- Work with other Finance staff to prepare monthly QuickBooks financial reports, conduct bank reconciliations, and review other financial reports before submission to the Project Finance Director.
- Work with Project Finance Leads to ensure all invoices, open Purchase Orders, and other payables are cleared on time.
- Participate in project, annual, and specific audits, pre-audits, financial reviews, and Internal Control Reviews (ICRs) undertaken in the Dar es Salaam office or at regional level.
- Ensure timely monthly filing and processing of PAYE and non-PAYE returns to avoid penalties to the organization.
- Reconcile the Vendor Tax Account and Income Tax Withholding Account monthly before filing returns to ensure that these accounts maintain zero balances.
- Participate in Internal Control Reviews, project-specific audits, external audits, and implementation of auditors’ recommendations in collaboration with Finance and non-Finance staff.
- Report internal control weaknesses and risks relating to Accounts Payable and other finance matters to the Senior Finance and Operations Manager and other senior Finance staff, and propose corrective actions to mitigate identified risks.
- Provide financial management support to program activities in accordance with Jhpiego financial policies and procedures.
- Assist the Senior Finance and Operations Manager in managing staff advances and vendor aging reports, ensuring that outstanding balances do not exceed 30 days.
- Provide capacity building to Jhpiego Tanzania staff on Accounts Payable management.
- Attend weekly and monthly Finance meetings with respective Project Finance Leads to review transactions, assess achievements, and agree on plans for the upcoming period.
- Conduct periodic reconciliations of Prepaid Expenses (LC), Income Tax Withholding, and Vendor Tax accounts to ensure they reflect accurate balances.
- Participate in weekly Open Purchase Order review meetings to ensure all Purchase Orders are cleared on time and that no open Purchase Order has an aging period exceeding 30 days.
- Perform other duties assigned by supervisors to ensure the sound functioning of the country office.
Required Qualifications and Experience
- Bachelor’s Degree in Accounting and/or Finance.
- CPA/ACCA Finalist or equivalent.
- Minimum of 5–6 years of relevant experience in Finance or Accounting.
- Strong written and oral communication skills.
- Excellent interpersonal skills and ability to deal effectively with staff at all levels.
- In-depth knowledge of Tanzania income tax regulations.
- Understanding of US Government (USG) rules and regulations.
- Supervisory experience is highly preferred.
- Ability to mentor and train other Finance staff.
- Knowledge of Microsoft Office applications, particularly:
- Microsoft Excel
- Microsoft Word
- Microsoft PowerPoint
Preferred Qualifications and Competencies
- Strong interpersonal and facilitation skills.
- Strong written communication skills in English.
- Fluency in Kiswahili.
- Strong experience translating approved work plans into coordinated regional implementation.
- Ability to track implementation progress and address operational bottlenecks.
