Job Overview
The Procurement Manager will provide procurement leadership and technical support to Jhpiego Tanzania projects, ensuring that good procurement practices are followed in accordance with Jhpiego policies and procedures.
The successful candidate will provide procurement services to clients in a professional and timely manner and work closely with Jhpiego Tanzania staff and project teams to develop procurement plans, timelines, and procurement practices that enable projects to deliver their scope on time and within established timelines.
The Procurement Manager will develop, implement, and maintain sound procurement systems in accordance with the organization’s procurement policies and procedures to ensure integrity, smooth operations, and effective performance of Jhpiego offices and programs.
Key Responsibilities
- Provide overall leadership and mentorship to Jhpiego staff in the development and implementation of procurement plans.
- Ensure Purchase Requests are adequate, clear, specific, and complete.
- Check the quality and availability of requested items and collect proforma invoices accordingly.
- Perform purchasing functions, including:
- Sourcing quotations and negotiating prices, terms, delivery schedules, and after-sales services with vendors.
- Creating and preparing the basis for vendor selection and forwarding it to Jhpiego Baltimore for procurement approval.
- Raising Local Purchase Orders (LPOs) and forwarding them to vendors/suppliers.
- Following up with vendors to ensure timely delivery of goods and services.
- Working with Jhpiego user departments to determine specifications for goods and services.
- Ensure all steps involved in the procurement process are completed, including:
- Distribution of quotation requests.
- Collection of proforma invoices.
- Delivery of Purchase Orders.
- Collection of goods.
- Obtaining Goods Receiving Notes (GRNs).
- Final submission of GRNs and receipts to Finance.
- Review the completeness and accuracy of all documentation from product ordering through to the actual delivery of goods.
- Confirm the arrival of the correct quantity and quality of delivered Jhpiego consignments.
- Ensure timely procurement, proactively identify gaps, and make suggestions for improvement.
- Track the progress of orders using appropriate procurement trackers and clarify any missing or questionable information received from clients.
- Maintain the procurement tracking sheet offline or in One Jhpiego and ensure it is updated with the current procurement status.
- Ensure users/clients are regularly informed about the status of their orders or requisitions and that updates are recorded in One Jhpiego.
- Ensure appropriate vendor management and coordinate timely payment to all vendors.
- Prepare bid analyses, compile bid documents for review by the Purchasing Committee, and assist in establishing selection criteria.
- Maintain and update the purchase register.
- Ensure requests for quotations, bid analyses, and related procurement documents are prepared according to Jhpiego Tanzania procurement standards.
- Maintain an up-to-date vendor list of classified suppliers, including suppliers of stationery, hardware, tools, furniture, equipment, and other items.
- Regularly update suppliers’ price data on a biannual basis and use the information to support Finance and Operations procurement analysis and budgeting.
- Prepare payment requests and follow up on the collection or delivery of checks where applicable.
- Work with the Finance Unit to process the settlement of all invoices received from vendors.
- Ensure itemized documentation, including copies of vouchers, invoices, receipts, Purchase Requests, Purchase Orders, receiving notes, and other relevant documents, is established and maintained for each purchase.
- Maintain VAT tracking and VAT refund tracking templates.
- Work closely with the VAT focal person to ensure VAT utilization reports are prepared and submitted to the Tanzania Revenue Authority (TRA).
- Work with the outsourced VAT company, where engaged, or the staff VAT focal person to ensure VAT exemption Form 220 is attached to every LPO forwarded for approval.
- Maintain documentation related to the donation or handover of materials to third parties and provide Finance with copies for necessary adjustments to asset records.
- Build the capacity of sub-grantees on procurement and supplies/equipment management.
- Perform any other related duties assigned by the immediate supervisor.
Required Qualifications and Experience
- Master’s Degree or Bachelor’s Degree in Procurement and Supplies or a related field.
- Minimum of 6–7 years of prior work experience in procurement functions.
- Experience in Purchasing and Supply Management; CIPS is preferred.
- Experience in logistics and supply chain management, including supply planning and public health procurement commodities management, is desirable.
- Ability to work comfortably with Microsoft Office applications, particularly:
- Microsoft Word
- Microsoft Excel
- Microsoft Access
- Microsoft PowerPoint
- Minimum of 3 years of relevant experience.
- Experience working with US Government-funded international organizations is an added advantage.
- Experience in collecting and analyzing data.
