About the PAMOJA Project
The Project for Advancing Gender Equality in Tanzania (PAMOJA Project) is an anticipated World Bank-funded, Government of Tanzania-led initiative aimed at advancing gender equality and preventing gender-based violence (GBV) across Tanzania Mainland.
The project will support the Government of Tanzania to develop, adapt and implement an evidence-based community-based program focused on:
- Transforming harmful social norms.
- Strengthening positive parenting.
- Strengthening couple relationships.
- Preventing gender-based violence.
The intervention will draw on the Bandebereho/Program P model, a couples-based approach successfully implemented in Rwanda, or another suitable evidence-based parenting model adapted to the Tanzanian context.
The project will initially pilot the adapted intervention in two selected councils. Learning and evidence from the pilot will then be used to refine the approach before progressively scaling it up to 15 councils across Tanzania Mainland.
The project is intended to strengthen sustainable, government-led approaches to GBV prevention and contribute to the development of a national GBV prevention protocol that can be integrated into existing government systems.
Job Summary
EngenderHealth is seeking a Senior Team Lead for the anticipated World Bank-funded, Government of Tanzania-led Project for Advancing Gender Equality in Tanzania (PAMOJA Project).
The overall objective of this assignment is to assist the Government of Tanzania, specifically the Ministry of Community Development, Gender, Women and Special Groups (MoCDGWSG), to adapt, design, pilot, refine and support the scale-up of an adapted community-based social norms change and GBV prevention program across Tanzania Mainland.
The program will be based on the Bandebereho/Program P model, a couples-based intervention successfully implemented in Rwanda, or another evidence-based parenting model suitable for addressing GBV prevention in the Tanzanian context.
The assignment will begin with intensive piloting in two districts before progressively scaling the intervention to a total of 15 councils across Mainland Tanzania.
The Senior Team Lead will work closely with the Government of Tanzania through MoCDGWSG, the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG), national and community-level stakeholders, and the PAMOJA Project Implementation Unit.
The role will coordinate, integrate and lead delivery of the project across four concurrent technical strands:
- Formative research.
- Program and curriculum adaptation.
- Training of trainers.
- Monitoring, Evaluation and Learning (MEL).
The Senior Team Lead will oversee the design of a culturally adapted community-based social norms change and GBV prevention program, its pilot implementation in two selected councils, progressive quality-assured scale-up to 15 councils, and validation of a national GBV prevention protocol intended to be sustained by government structures beyond the life of the project.
The role operates within the priorities and decision-making frameworks established by the Country Representative, Tanzania.
Key Responsibilities
- Provide overall program leadership, strategic direction and supervision across all four technical strands: Formative Research, Program/Curriculum Adaptation, Training of Trainers, and MEL.
- Oversee staff, consultants and partners involved in project implementation.
- Ensure an ongoing commitment to technical excellence and adherence to gender equality, social inclusion and safeguarding standards and best practices.
- Ensure high-quality implementation of the community-based violence prevention and social behavior change program while maintaining fidelity to the adapted Bandebereho curriculum from pilot through scale-up.
- Provide strategic direction by leading planning and implementation reviews to facilitate cost-effective and timely achievement of contract deliverables, including district-by-district rollout to 15 councils.
- Ensure effective coordination across all four technical strands.
- Manage team members, including specialized technical staff and embedded district-level personnel, to deliver against the project workplan.
- Ensure project activities maximize impact and comply with EngenderHealth and World Bank rules and regulations, Government of Tanzania laws, policies and guidelines, and donor agreement requirements.
- Coordinate with relevant government ministries, including MoCDGWSG and PMO-RALG, as well as the PAMOJA Project Implementation Unit.
- Serve as the primary point of contact with the donor, government counterparts and other critical in-country stakeholders.
- Represent EngenderHealth and overall program interests as necessary and appropriate.
- Build and maintain strong working relationships with internal and external stakeholders, populations being served, subcontractors, suppliers and partners.
- Provide effective and timely responses to inquiries and concerns.
- Foster good working relationships with other agencies implementing similar or complementary projects to maximize visibility and learning.
- Ensure lessons learned are documented, disseminated and applied, including through quarterly progress reports and the final program report.
Key Qualifications
- Master’s degree in Gender Studies, Social Sciences, Development Studies, or a related discipline.
- Minimum of eight (8) years of experience managing GBV prevention and/or community-based development programs.
- Experience serving as a Team Leader on at least two similar projects involving qualitative and participatory research, particularly in areas such as:
- Gender-based violence.
- Social norms change.
- Masculinity.
- Family dynamics.
- Community-based interventions.
- Experience implementing community-based GBV programs and/or research in Tanzania and at least two other countries in Sub-Saharan Africa.
Technical Experience
- Proven experience leading Program P, Bandebereho adaptations, or similar couples-based and/or parenting models in Tanzania or Sub-Saharan Africa.
- Experience translating formative research into adapted program materials in a community-based GBV prevention context.
- Specific experience with rapid and iterative curriculum adaptation during pilot phases.
- Demonstrated experience overseeing and implementing research studies.
Partnerships and Stakeholder Engagement
- Strong understanding of Government of Tanzania structures and processes, including relevant ministries at national, regional and district levels.
- Proven ability to engage and coordinate effectively with government stakeholders while ensuring compliance with national policies and procedures.
- Ability to establish effective working relationships with:
- Government officials.
- Civil society organizations.
- Private sector actors.
- Implementing partners.
- International donors.
- Other relevant stakeholders.
Managerial Requirements
- Demonstrated ability to lead and coordinate multiple concurrent technical workstreams, including research, curriculum/program design, training systems and MEL, toward a single integrated delivery timeline.
- Strong team leadership, emotional intelligence and adaptive management skills.
- Experience overseeing teams of at least 20 staff, including geographically dispersed and district-embedded teams.
- Proven ability to communicate a common vision among diverse partners.
- Experience leading multidisciplinary teams is desired.
Travel Requirements
Regular domestic travel is required to the project’s target regions to ensure smooth project operations.
Occasional international travel may also be required to support project visibility.
Work Environment and Physical Requirements
- The position primarily involves computer-based work in an office or remote environment.
- Duties may include extended periods of computer use, participation in virtual meetings, and communication through written and spoken formats.

- Full professional proficiency in spoken and written English and Kiswahili.
- Authorization to work in Tanzania.
- Strong written and verbal communication skills in English.
- Fluency in Swahili and English is required.
Additional Information
This position is contingent upon funding and donor approval, with an anticipated start date of January 2027.
There is a strong preference for national Tanzanian candidates with international experience. However, exemplary international candidates who have authorization to work in Tanzania may also be considered.
