Position Summary
The High Commission of Canada in Tanzania is seeking to fill a Designated Migration Officer position within its Migration Program.
The position provides analytical expertise to support fair and consistent decision-making on applications for permanent and temporary residence in Canada.
Designated Migration Officers assess applications and make final decisions on permanent and temporary residence applications under Canada’s Immigration and Refugee Protection Act (IRPA). The role requires strong analytical skills to understand and interpret complex legislation and policies and apply them fairly and consistently when making decisions.
Other Key Activities
The successful candidate may also be required to:
- Conduct research and analyse application trends and other issues that may affect Immigration, Refugees and Citizenship Canada (IRCC) programme delivery.
- Prepare reports, briefing materials, and presentations.
- Gather and prepare statistical information.
- Explain decisions, policies, and procedures to clients, representatives, partners, and other stakeholders.
- Support outreach activities relating to Canada’s permanent or temporary residence programmes.
The successful candidate will need strong analytical and problem-solving skills, attention to detail, and the ability to manage competing priorities and tight deadlines.
Excellent verbal and written communication skills in English are required, together with the ability to work independently and collaboratively in a dynamic international environment.
Locally Engaged Migration Officer Development Program (LEMO-DP)
Successful candidates will acquire the necessary skills and expertise through the IRCC Locally Engaged Migration Officer Development Program (LEMO-DP).
Participants must complete all requirements for designation, including multiple examinations. Candidates receive only one opportunity for each examination and must achieve a passing grade to continue in the development programme and maintain employment.
To graduate from the programme, candidates must:
- Maintain fully satisfactory performance at the “succeeded” level.
- Successfully complete all LEMO-DP requirements.
- Successfully complete the required designation process.
Designated Migration Officer – LE-O2
Candidates for the Designated Migration Officer position are initially hired at the LE-O1 level as Migration Program Officers and participate in the LEMO-DP.
Upon successful designation, they will be promoted to the LE-O2 Designated Migration Officer (DMO) position.
Designated Migration Officer – Temporary Residents (LE-O1)
Candidates for the Temporary Residents position are initially hired at the LE-A3 level as Temporary Resident Program Analysts and participate in the LEMO-DP.
Upon successful designation, they will progress to the LE-O1 Designated Migration Officer – Temporary Residents (DMO-TR) position.
Candidates who do not meet the programme requirements within the prescribed timeframe will have their employment terminated.
Area of Selection
The selection process is open to applicants who:
- Are residing in Tanzania.
- Are legally authorised to work in Tanzania.
- Meet all essential qualifications.

This includes High Commission employees, Canada-based staff spouses, and their dependent children aged 16 years or older, where applicable.

Essential Qualifications
Education
- Bachelor’s Degree or Undergraduate Diploma from a legally recognised university.

Experience
Candidates must have:

Asset Qualifications
Preference may be given to candidates who can demonstrate any of the following:
- Experience applying regulations, legislation, policies, procedural frameworks, rules, or guidelines to assess complex situations, exercise judgment, and provide technical or expert advice to clients or stakeholders.
- Experience managing a team using a cooperative team approach, including workload management, motivation, performance assessment, and providing advice and feedback.
- Experience in research, communication, data analysis/analytics, migration issues, and/or law.
- Experience in risk or fraud detection and/or analysis.
- Intermediate or advanced proficiency in French, including reading, writing, and speaking.
- Experience using web or software development tools such as Microsoft Access, Python, or similar tools.
- Experience working in a diplomatic mission or international organisation.

- Experience developing communication products, including written or video content for websites, social media, promotional campaigns, or services.
Operational Requirements
- The High Commission of Canada in Tanzania is the normal place of work, and employees must report to the office as required.
- Standard working hours are 37.5 hours per week:
- Monday–Thursday: 7:30 AM–4:00 PM
- Friday: 7:30 AM–1:00 PM
- Willingness to work overtime at short notice.
- Occasional domestic and/or international travel may be required.
- Ability and willingness to work in a high-pressure environment.
- Ability to sustain prolonged periods of sitting and eye focus.
Conditions of Employment
Valid Work Authorisation
Candidates must be able to obtain and maintain valid work authorisation covering the entire employment period.
Security Screening
Successful candidates must obtain and maintain Reliability Status security clearance, including criminal and credit background checks conducted by the Government of Canada.
LEMO-DP Certification
Successful designation and graduation from the Locally Engaged Migration Officer Development Program are mandatory.
Candidates who fail to meet the programme requirements within the specified timeframe will have their employment terminated.
