Position Overview

• Position: Data Collectors (Enumerators) – 5 Positions

• Location: Dar es Salaam, with field visits to project sites, schools, and other regions when required

About Her Initiative

Her Initiative is a young women-led organisation that delivers a rights-based Blueprint for Young Women’s Economic Power, designed to strengthen enterprise ecosystems and support women’s long-term economic success.

Through its Learn → Earn → Lead pathway, young women develop entrepreneurship, digital, and financial skills, launch and grow businesses, generate income, and strengthen their agency and leadership in their households and communities.

The organisation works at the intersection of rights and income to help young women overcome social and structural barriers, unlock their potential and participate in leadership and change. Her Initiative reports having reached more than 82,000 young women through its “Yes! To Financial Freedom” initiative and aims to support more than 300,000 young women to earn sustainable incomes and lead in their businesses and communities by 2030.

Background and Purpose of the Assignment

Her Initiative monitors the progress and results of its projects through regular data collection. The collected information supports monthly programme reporting, organisational learning, decision-making, and accountability to donors and partners.

The organisation is therefore recruiting five Data Collectors based in Dar es Salaam to collect accurate, timely, and ethical data every month across its projects using tools and methodologies provided by the Programs and Impact team.

Scope of Work and Responsibilities

The Data Collectors will:

• Attend orientation at the beginning of the engagement and refresher sessions when tools are revised or new projects are introduced.
• Participate in pre-testing of data collection tools.
• Collect data every month for assigned Her Initiative projects using approved tools, including:
  • Structured questionnaires
  • Attendance and session tracking sheets
  • Phone follow-ups
  • Key Informant Interviews (KIIs)
  • Focus Group Discussions (FGDs)
• Reach respondents at schools, training venues, business premises, or by phone according to the sampling and targeting plan.
• Obtain informed consent before every interview.
• Administer data collection tools accurately and neutrally in Kiswahili or English without leading or influencing respondents.
• Enter data using mobile devices and platforms such as KoboToolbox, ODK, or similar systems, or other approved formats.
• Submit completed forms within 24 hours of data collection.
• Correct errors, missing information, and inconsistencies identified through quality checks.
• Participate in back-checks and spot checks.
• Record participant stories, testimonials, and feedback, with consent, when required for learning and case-study development.
• Maintain confidentiality of respondent information.
• Follow Her Initiative’s safeguarding, child protection, and data protection policies.
• Immediately report field challenges, safeguarding concerns, refusals, or safety risks to the supervisor.
• Properly care for equipment, identification documents, and other materials issued for the assignment and return them at the end.
• Attend monthly debriefing sessions to share observations and lessons learned.

Monthly Work Cycle

Before Data Collection – Planning and Briefing

Data collectors will:

• Receive the monthly assignment sheet, indicators, tools, and target respondents.
• Attend briefings and refresher sessions on new or revised tools.
• Test data collection tools on their devices.
• Verify respondent lists and contact information.
• Secure required consent forms and permissions.
• Confirm respondent arrangements.
• Establish a confirmed work plan and readiness for the month’s assignment.

During Data Collection

Data collectors will:

• Conduct assigned interviews and follow-ups.
• Submit completed forms daily.
• Respond to supervisor quality checks within 24 hours.
• Attend the monthly debrief at the end of the collection period.

Output: Completed forms submitted.

After Data Collection

Data collectors will:

• Resolve data-quality issues.
• Participate in back-checks where required.
• Attend the debriefing session.

Output: Final validated dataset and debrief note.

Deliverables

Successful candidates will be expected to provide:

• The required number of respondents, assigned project/site, data collection dates, and expected outputs as specified in the monthly assignment sheet/Project Monitoring Frameworks (PMFs).
• A short daily field summary during the collection period.
• Final monthly data submitted by the agreed deadline.
• A brief monthly debrief note covering challenges, observations, and participant feedback.
• All issued equipment and materials returned at the end of the engagement.

Qualifications and Experience

Essential Requirements

• Aged between 18 and 35 years.
• Resident in Dar es Salaam and familiar with its districts.
• Able to travel to project sites and participant locations.
• Diploma or degree in:
  • Social Sciences
  • Statistics
  • Development Studies
  • Education
  • Or another related field.
• At least 1 year of proven experience in data collection, including surveys, assessments, or monitoring.
• Experience with an NGO, research institution, or development project is preferred.
• Practical experience using mobile data collection tools such as KoboToolbox or ODK.
• Fluency in both spoken and written Kiswahili and English.
• Understanding of research ethics, informed consent, and confidentiality.
• Strong attention to detail and punctuality.
• Ability to meet deadlines and remain available during monthly data collection periods.
• Willingness to sign the Code of Conduct and safeguarding policy.
• Willingness to provide referees and any required background clearance.

Added Advantages

• Experience working with adolescent girls, young women, or young entrepreneurs.
• Gender-sensitive approach to data collection.
• Experience conducting qualitative data collection, including:
  • Facilitating FGDs
  • Conducting KIIs
  • Note-taking
  • Transcription
• Basic data-cleaning skills using Excel or Google Sheets.
• Basic knowledge of data-related processes.
• Knowledge of financial inclusion, education, entrepreneurship, or women’s economic empowerment.
• Ownership of a smartphone.

Supervision and Reporting

Data Collectors will report to the Senior Evidence, Learning and Impact Officer.

Data quality will be monitored daily through:

• Review of submitted data
• Spot checks
• Back-checks

Performance will be reviewed at the end of each monthly cycle. Continued engagement will depend on data quality, timeliness, and adherence to the Code of Conduct.

Where performance or data quality falls below the required standard, additional training or support may be provided before a decision is made regarding renewal.

Ethics, Safeguarding and Data Protection

Data Collectors must:

• Protect the dignity, privacy, and safety of all respondents, particularly girls and young women.
• Immediately report disclosures of abuse, gender-based violence, or risks of harm to the supervisor in accordance with safeguarding procedures.
• Never share data, photographs, or respondent information on personal social media, messaging groups, or with anyone outside the project team.
• Maintain honesty and integrity when reporting.
• Never fabricate or alter data. Fabrication or alteration of data may result in immediate termination.

Code of Conduct

Data Collectors must uphold:

• Respect
• Honesty
• Professionalism
• Non-discrimination

They must also follow a zero-tolerance approach to exploitation, abuse, and harassment.

Breaches of the Code of Conduct may result in immediate termination of the engagement.

Selection Process

The recruitment process will include:

1. Screening applications against the essential criteria.
2. Shortlisting.
3. Interview.
4. Short practical exercise, such as completing a sample form using a mobile device.
5. Reference checks for successful candidates.
6. Orientation and training before the first data collection cycle.

Remuneration

Data Collectors will be compensated according to the approved daily rate and the number of authorised working days completed each month.

Payment will depend on:

• Satisfactory completion of assigned data collection tasks.
• Submission of required documentation.
• Verification of data quality.

Approved field-related costs, where applicable, will be communicated in the monthly assignment sheet.
