Job Summary

The Monitoring and Evaluation Officer will work under the supervision of the Monitoring and Evaluation Lead to ensure that all data management activities essential to routine program data monitoring, reporting, and use are accomplished.

This includes coordinating data entry and cleaning activities, collecting and reporting data, conducting Data Quality Assessments, responding to data queries from the technical team and Monitoring and Evaluation Lead.

Essential Duties and Responsibilities

• Support the M&E team in preparing all data requirements for routine program reports, including monthly, quarterly, semi-annual and annual reports.
• Work in collaboration with project office personnel, facility data clerks, and R/CHMT focal persons to provide accurate and timely data for weekly, monthly, and quarterly reports as per set guidance.
• Support routine implementation of Data Quality Assessments/Reviews following program and national standards.
• Work in collaboration with relevant teams to ensure the availability and use of national and program data, M&E recording and reporting tools.
• Provide technical support in the region of work for both facility and community data collected through mentorship and coaching modalities.
• Demonstrate an in-depth understanding and practical use of health information systems such as the CTC2 electronic HIV patient database, MTUHA paper-based documentation and reporting, DHIS2, DATIM, digital health applications, and other relevant systems.
• Support the M&E team in documentation and storage of all data files sent to donors, including SAPR, APR, and ad hoc query responses.
• Regularly review program dashboards with partners and district government teams to analyze user activity trends, assess health impact, and evaluate system performance.
• Identify areas needing improvement and propose strategies for enhancing system and program effectiveness.
• Provide support in troubleshooting hardware and software issues on mobile devices, collaborating with regional or head office Informatics teams for tracking and resolution.
• Coordinate with Informatics teams to work with developers to ensure successful application updates and to identify and resolve technical issues efficiently.
• Support the M&E team in maintaining master site listings, including site characteristics.
• Perform any other responsibilities as assigned.

Qualifications and Experience

To be successful, you will have:

• Bachelor’s degree in Statistics, Computer Science, Monitoring & Evaluation, Public Health, Data Science, or a related field.
• Minimum of 5 years of monitoring and evaluation experience in the health sector.
• Demonstrated experience in data management, analysis, interpretation, and reporting using advanced analytical tools and methodologies.
• Experience working with NGOs and collaborating with Regional Health Management Teams (RHMTs) and Council Health Management Teams (CHMTs).
• Proven experience using PEPFAR electronic reporting systems and the national DHIS2 platform.
• Strong ability to prepare technical reports, success stories, best practices, lessons learned, and program documentation.
• Proficiency in Microsoft Excel and other data analysis and visualization tools is an added advantage.
• Excellent organizational and problem-solving skills, with the ability to manage multiple priorities and meet tight deadlines.

Bonus Points

• Master’s degree in Monitoring & Evaluation, Public Health, Biostatistics, Epidemiology, Data Science, or a related field.
• Excellent written and verbal communication skills in both English and Swahili.
• Experience supporting donor-funded health programs, particularly PEPFAR-funded projects.
• Ability to work independently and collaboratively in a fast-paced environment.
