Role Summary
The Senior Manager HIV/TB Sustainability – RAS (SMHTS-RAS) is responsible for providing direct oversight of the Regional Acceleration Strategy (RAS), with supervisory and managerial responsibility for regional project implementation and service delivery in the context of sustainability.
The position oversees RAS team work planning, execution, monitoring, documentation and reporting. The SMHTS-RAS also serves as a regional representative and manages relationships with sub-partners, collaborating partners, implementing partners and other stakeholders across supported regions and district councils.
The role leads a team comprising technical officers, M&E staff and operations staff, ensuring collaborative implementation focused on achieving project and RAS goals.
The SMHTS-RAS will also work closely with Technical Advisors based in the country/Dar office and Dar-based Operations teams to coordinate technical support and manage sub-agreements with regional stakeholders.
The position will coordinate and support Council HIV/TB Sustainability Coordinators, CHMTs and RHMTs in implementing sustainable responses that address programme performance, quality and sustainability.
Essential Duties and Responsibilities
- Provide overall leadership and management of RAS project implementation across supported regions, councils, facilities and communities, ensuring achievement of project objectives, targets and results in the context of sustainability.
- Lead the development, execution, monitoring, documentation and reporting of RAS team work plans, ensuring alignment with project priorities, available resources, and regional and council performance targets.
- Serve as the regional representative and key relationship manager for the Foundation, maintaining effective collaboration with sub-partners, implementing and collaborating partners, government authorities and other key stakeholders across supported regions and councils.
- Provide supervisory, managerial, technical and operational oversight to the RAS team, fostering teamwork, accountability, performance and continuous professional development.
- In close collaboration with RMO and RHMTs, provide oversight and programmatic support to CHMTs to ensure project-supported activities and priorities are reflected in Regional and Council Comprehensive Health Plans and aligned with targets and government priorities.
- Ensure supported activities and interventions have clearly defined plans for absorption and financing through councils’ own budgets and resources to promote sustainability.
- In close collaboration with Senior Technical Advisors, ensure effective functioning and coordination of roving and case management teams.
- Ensure team priorities are driven by regional, council, facility and programme performance gaps and aligned with available project resources and technical and operational support.
- Coordinate and participate in quarterly joint mentorship support with RHMTs.
- Facilitate implementation of planned activities, review progress against targets, identify performance gaps and provide actionable feedback to strengthen programme quality and results.
- Maintain overall responsibility and accountability for RAS team performance and regional project results.
- Ensure timely identification of implementation bottlenecks and appropriate corrective actions.
- Provide oversight to ensure programmatic, financial and operational compliance with Foundation, government and donor policies, procedures, SOPs, guidelines and requirements.
- Ensure the quality, accuracy, completeness and timely submission of monthly, quarterly and annual regional project reports and inputs.
- Ensure reports include key achievements, successes, lessons learned, implementation challenges and recommended actions.
- Use routine programme data and performance reviews to facilitate evidence-based decision-making, timely course correction and continuous improvement of RAS implementation.
- Ensure effective coordination between R/CHMTs, RAS teams, country-level Technical Advisors, M&E, Operations and other relevant teams.
- Promote local ownership, integration, transition and sustainability by working with government counterparts to institutionalize successful project interventions within routine regional, council, facility and community systems.
Qualifications and Experience
To be successful, candidates should have:
- A graduate or postgraduate degree in Medicine, Nursing, Public Health or Project Management.
- More than 8 years of experience supporting and/or leading integrated HIV/TB services, including case identification and treatment.
- Thorough understanding of the latest Integrated HIV, STI and Hepatitis Management Guidelines, existing tools and Standard Operating Procedures for patient management.
- Proven experience in staff management, including coaching, mentorship and capacity building.
- Proven ability to analyse programme data and develop evidence-based strategies.
- Excellent communication skills and experience working with multicultural teams.
- Previous experience in quality assurance training, mentoring and motivating teams.
- Experience developing indicators and building quality assurance systems.
- Ability to advocate, provide technical assistance and facilitate domestic resource mobilisation activities to ensure sustainability of supported health services and interventions.
- Strong verbal and written communication skills in English.
- Strong attention to detail and ability to meet deadlines.
- Ability to work collaboratively as part of a team.

EGPAF began supporting HIV and AIDS programming in Tanzania in 2003 and established its country office in 2004.
The organization works in collaboration with the Ministry of Health, Community Development, Gender, Elderly and Children and the President’s Office – Regional Administration and Local Government.
EGPAF has expanded its work to support quality, comprehensive and integrated HIV, GBV, TB and Family Planning services in supported regions.
More recently, EGPAF, in collaboration with Aidsfonds, PATA and UNICEF, introduced a partnership in Tanzania as one of the countries implementing the ViiV Pediatric Breakthrough Partnership.
