How Will You Fight for an AIDS-Free Generation?

The Pediatric and Youth Advisor (PYA) plays a key role in the implementation of EGPAF Tanzania’s Pediatric and Youth focus and strategy.

As part of the Regional Acceleration Strategy (RAS) team, he/she will provide technical advice to RAS team members and hands-on support at the facility level across all Pediatric and Youth services.

He/she will be responsible for building the capacity of facility staff in Reproductive, Maternal, New-born, Child and Adolescent Health (RMNCAH), particularly in the prevention, care, treatment, and support of HIV and TB services.

The Technical Advisor will support the integration and provision of comprehensive services, including Early Childhood Development (ECD), nutrition, and other pediatric-specific disease management, by developing innovative approaches to improve the program.

He/she will act as a valuable source of information for the Government of Tanzania (GoT) at the regional level and implementing partners while continuously advocating for high-quality health services for HIV-exposed or infected children and their families.

The PYA will report to the Senior Strategic Results Manager – RAS, with dotted reporting to the technical oversight of the Senior Technical Advisor – Pediatric and Youth Services.

Key Responsibilities

1. Leads and Monitors the Implementation of EGPAF Tanzania’s Pediatric and Adolescent Strategy at Regional Level

• Coordinate with technical advisors and officers of the projects, R/CHMT and health facility staff to address Pediatric and Youth issues at site level.
• Work with the MEL department to regularly monitor progress towards Pediatric and Youth targets, and strengthen the documentation and reporting of the Pediatric and Youth HIV cascade.
• Work within the regional RAS teams to identify and address region-specific Pediatric and Youth issues, especially HIV, TB and Early Childhood Development, family planning, gender, and violence against children, while observing child safeguarding principles.
• Strengthen the implementation of a child-centred and family care clinic approach across the supported councils.
• Implement, monitor, evaluate, and report different initiatives and client-centred service delivery models, including quality improvement methodologies.
• Participate in the coordination of mentorship programs at different levels in the region, including inter-facility learning exchange sessions.
• Coordinate, implement, and report Pediatric and Youth services in the region, including AGYW, ASRH and CECAP for adolescent girls.
• Lead and coordinate the implementation of regional HIV Pediatric and PMTCT cascade activities in alignment with the AFGHS-EGPAF integrated HIV and TB workplan, ensuring RAS teams provide high-quality, comprehensive, and responsive technical support to supported sites and achieve project milestones and targets.

2. Pediatric and Youth Capacity Building of HCPs and Other Stakeholders

• Facilitate and participate in trainings to build the pediatric capacity of Health Care Providers (HCPs).
• Assist in addressing site-specific needs through direct didactic training and mentoring.
• Coordinate and supervise the rollout and implementation of new guidelines, ARV regimen recommendations, circulars, or any changes as guided by the Ministry of Health.
• Conduct site assessments to identify gaps and needs and address them, including morbidity and mortality case reviews.
• Participate in case management, including attending major ward rounds as part of capacity building at Regional and District Hospitals.

3. Leads and Monitors the Implementation of PMTCT and Triple Elimination Cascades

• Improve the PMTCT cascade by supporting the implementation of maternal HIV testing, retesting during pregnancy and breastfeeding, ART initiation, retention, viral load monitoring, and achievement of viral suppression among pregnant and breastfeeding women.
• Improve Early Infant Diagnosis (EID) by strengthening identification and registration of HIV-exposed infants, timely sample collection and testing, result return, linkage to care, and appropriate follow-up.
• Analyse PMTCT and triple elimination performance data to identify gaps, trends, and underperforming facilities and develop targeted actions to improve program outcomes.
• Lead quality improvement initiatives to address gaps in PMTCT and triple elimination service delivery, including documentation, adherence to national guidelines, and continuity of services.
• Support implementation of national guidelines and policies, ensuring that changes in HIV testing, PMTCT, EID, and related technical guidance are effectively translated into practice.
• Strengthen integration of PMTCT with other services, particularly MNCH, TB, pediatric and adolescent HIV, family planning, and other relevant HIV prevention and treatment interventions.
• Conduct supportive supervision and technical assistance to facilities and R/CHMTs, ensuring identified gaps are documented, corrective actions developed, and follow-up conducted to closure.
• Document and disseminate best practices, lessons learned, and innovative approaches that improve PMTCT and HTS outcomes.

Qualifications

To Be Successful, You Will Have:

• MD with more than 5 years of experience working in HIV, TB and AYFHS-related programming, managing and/or supporting the implementation of programs with a focus on Pediatric and Youth services.
• MMED Paediatrics and Child Health, or Master of Public Health (MPH) degree, or another advanced medical or relevant degree is an added advantage.

Bonus Points If You Have:

• Minimum 3 years of proven experience in program management and implementation of Pediatric HIV/AIDS programming, including supervision and reporting.
• Excellent interpersonal skills to deal successfully with existing stakeholders, team members, potential partners, and government officials.
• Experience in clinical management of Pediatric and Adolescent HIV/AIDS and TB, and ASRH.
• Experience in project management.
• Excellent analytical, oral, and written communication skills.
