The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a global leader in the fight to end pediatric HIV and AIDS. Since 2003, EGPAF has worked closely with the Ministry of Health (MoH) and local authorities in Tanzania to provide comprehensive, integrated HIV, TB, GBV, and family planning services.
Role Summary
The Monitoring and Evaluation (M&E) Manager provides strategic leadership for the design, implementation, and enhancement of M&E, performance measurement, and learning systems for the integrated AFGHS HIV and TB program.
This role ensures the timely availability and use of high-quality data to track program performance, address gaps, guide evidence-based decision-making, and strengthen accountability across supported regions and health facilities in Tanzania.
Essential Duties and Responsibilities
1. M&E Strategy, Planning & Performance Management

Lead the development and execution of program M&E strategies, frameworks, performance monitoring plans, and learning agendas.

Establish and monitor program indicators, targets, and milestones aligned with donor expectations and national HIV/TB priorities.

Institute routine performance monitoring mechanisms to identify underperformance early and trigger corrective actions.

Provide M&E strategy inputs for annual work planning, program reviews, and transition/sustainability planning.
2. Data Management, Quality & Systems Strengthening

Build robust processes to guarantee timely, accurate, complete, and reliable program data.

Lead data quality assurance (DQA), validation, triangulation, reconciliation, and verification across data platforms.

Strengthen data flow, governance, and accountability from facility/community levels up to regional and program levels.

Drive integration and interoperability between HIV/TB health information systems and digital data platforms.
3. Data Analysis, Visualization & Reporting

Conduct routine analyses of HIV and TB cascades, trend patterns, cohorts, and comparative performance indicators.

Design and maintain interactive dashboards, scorecards, and data visualization tools to support operational and executive decisions.

Translate complex data sets into actionable insights and concrete technical recommendations.

Lead the preparation and quality control of donor reports, quarterly/annual program reviews, and government reporting submissions.
4. Technical Assistance & Capacity Building

Provide technical coaching, mentoring, and training to M&E personnel, project teams, RHMTs, and CHMTs.

Build government capacity in data analysis, data use, DHIS2/GOTHOMIS platform utilization, and evidence-based decision-making.

Develop M&E training materials, standard operating procedures (SOPs), and job aids.

Represent the M&E department in national, regional, donor, and partner technical working groups (TWGs).
Qualifications & Requirements
Education
-
Master’s Degree (Desired): Monitoring & Evaluation, Public Health, Epidemiology, Biostatistics, Health Informatics, Statistics, or Data Science.

Bachelor’s Degree (Required): Statistics, Epidemiology, Health Informatics, Social Sciences, or a relevant field.
Experience & Competencies

Years of Experience: Minimum of 8 years of progressive experience in M&E, health information management, or public health data systems (preferably within large-scale HIV/TB programs).

Technical Platforms: Demonstrated hands-on experience with national health information systems, including DHIS2 and GOTHOMIS.

Donor Knowledge: Strong background with donor-funded program reporting (experience with PEPFAR, GHSD, or other USG-funded programs is highly desirable).

Stakeholder Engagement: Proven success providing technical assistance and capacity building to government counterparts (MoH/NASHCoP, RHMTs, CHMTs).
