Background
SWISSAID Tanzania has secured funding from the Crop Trust through the Power of Diversity Funding Facility to implement a project titled:
“Strengthening Value Chain Coordination and Consumer Awareness for Bambara Groundnut and Sweet Potato Leaves in Tanzania.”
The project aims to strengthen demand-driven development of two neglected and underutilized species (NUS):
- Bambara groundnut
- Sweet potato leaves
The project will focus on improving market coordination, consumer awareness, agroecological production systems, participatory guarantee systems (PGS), women’s economic empowerment, youth engagement, and market systems innovation.
Implementation will take place mainly in Dodoma and Singida regions, while creating synergies with ongoing initiatives including:
- BOLDER (World Vegetable Centre)
- CROPS4HD
- AgroEcoNUS+
SWISSAID Tanzania is seeking a qualified Tanzanian organization to serve as an Implementing Partner for the project.
Objective of the Assignment
The purpose of this Expression of Interest is to identify a technically competent and legally compliant Tanzanian organization capable of supporting implementation of activities related to:
- Agroecological production systems.
- Promotion of neglected and underutilized species (NUS), especially Bambara groundnut and sweet potato value chains.
- Market systems development using the Participatory Market Chain Approach (PMCA).
- Consumer awareness and behavior change campaigns for agroecological products.
- Gender equality and inclusion in agroecology and food systems.
- Monitoring, evaluation, learning, and reporting.
Scope of Work
The selected implementing partner will work closely with SWISSAID Tanzania to plan, coordinate, and implement project activities in target communities.
The partner will provide technical leadership and field-level implementation support while ensuring activities are delivered according to:
- Approved work plans
- Project budgets
- Donor requirements
- SWISSAID policies and standards
A. Community Mobilization and Producer Organization
The implementing partner will:
- Identify and engage farmers, producer groups, women groups, youth groups, traders, processors, and other value chain actors.
- Support establishment and strengthening of farmer organizations involved in Bambara groundnut and sweet potato production and marketing.
- Collaborate with:
- Local Government Authorities (LGAs)
- Extension officers
- Private sector actors
- Community-based organizations
- Other stakeholders
- Facilitate multi-stakeholder dialogue platforms to improve coordination within selected value chains.
B. Agroecological Production Support
Responsibilities include:
- Provide technical support on agroecological farming practices that improve productivity, resilience, biodiversity conservation, and sustainable resource management.
- Promote climate-resilient production practices for Bambara groundnut, sweet potato leaves, and other NUS crops in:
- Singida
- Manyoni District
- Bahi District
- Chamwino District
- Support farmer learning through:
- Demonstration plots
- Farmer Field Schools
- Peer learning
- Exchange visits
- Practical extension approaches
- Document and promote indigenous knowledge related to:
- Production
- Seed management
- Processing
- Utilization of NUS crops
- Support conservation and community management of agricultural biodiversity and genetic resources.
C. Value Chain and Market Systems Development
The partner will:
- Conduct value chain assessments, stakeholder mapping, and market analysis.
- Identify opportunities and challenges affecting production, processing, marketing, and consumption.
- Support market development through the Participatory Market Chain Approach (PMCA).
- Improve producer capacity in:
- Product quality
- Aggregation
- Packaging
- Storage
- Business management
- Connect producers with:
- Aggregators
- Processors
- Traders
- Retailers
- Institutional buyers
- Promote inclusive business models benefiting women, youth, and marginalized groups.
- Support development of viable enterprises and income opportunities.
D. Consumer Awareness and Demand Creation
The implementing partner will:
- Develop consumer awareness and behavior change initiatives using SuLiA and COM-B approaches.
- Promote knowledge, appreciation, adoption, and consumption of Bambara groundnut, sweet potato leaves, and indigenous nutritious foods.
- Conduct:
- Consumer campaigns
- Food fairs
- Exhibitions
- Cooking demonstrations
- Tasting events
- Media engagements
- Develop communication materials, success stories, and awareness products.
E. Gender Equality and Inclusion
The partner will:
- Ensure meaningful participation of women and youth, targeting at least 60% participation across project activities.
- Address barriers affecting women and youth participation in:
- Production
- Value addition
- Enterprise development
- Market access
- Support access to:
- Business development services
- Entrepreneurship support
- Financial literacy
- Market opportunities
- Promote leadership participation of women, youth, and disadvantaged groups.
F. Monitoring, Learning, and Reporting
The implementing partner will:
- Establish systems for activity tracking, monitoring, data collection, and reporting.
- Collect quantitative and qualitative project data.
- Support:
- Baseline studies
- Outcome monitoring
- Reviews
- Evaluations
- Learning activities
- Document lessons learned, innovations, and best practices.
- Participate in SWISSAID planning, review, and learning meetings.
- Submit:
- Technical reports
- Financial reports
- Narrative reports
- Maintain accurate project records for audit and verification.
Required Qualifications and Experience
Interested organizations must demonstrate:
Institutional Capacity
- Legally registered Tanzanian non-government and non-profit organization.
- Minimum 5 years of experience implementing agroecology development programmes.
- Operational presence in Dodoma and/or Singida regions is highly desirable.
- Must not currently be implementing any SWISSAID-supported project.
Technical Expertise
Organizations should have proven experience in:
- Agroecology programmes.
- Neglected and Underutilized Species (NUS).
- Agricultural and rural development programmes.
- Sustainable food systems.
- Smallholder farmer livelihood development.
- Women and youth empowerment.
- Market systems approaches.
Programme Management Capacity
Applicants should demonstrate:
- Experience managing donor-funded projects.
- Strong financial management systems.
- Planning and reporting capacity.
- Monitoring, Evaluation, and Learning (MEL) systems.
- Ability to collaborate with government authorities and private sector stakeholders.
Mandatory Compliance Documents
Applicants must submit:
- Certificate of Registration.
- Valid Tax Identification Number (TIN).
- Tax Clearance Certificate (where applicable).
- NGO Compliance Certificate or annual returns.
- Audited financial statements for the last two years.
