SWISSAID is implementing a three-year Extractive Industries Phase III project funded by FGC, building on previous initiatives focused on improving governance, transparency, accountability, and safety within Tanzania’s extractive sector.
Previous project phases focused on governance across mining, oil and gas sectors, with particular attention to transparency and safety in artisanal and small-scale mining (ASM). Phase II (2023–2025) strengthened ASM governance and accountability through practical improvements in model artisanal and small-scale gold mines.
The current Phase III project (2026–2028) focuses on strengthening governance of the artisanal and small-scale gold mining (ASGM) sector, supporting transparency, traceability, community monitoring, and inclusive participation. The project is implemented in partnership with Rafiki SDO and HakiRaslimali, while promoting collaboration between civil society organizations, local government authorities, mining stakeholders, and communities in Geita and Shinyanga.
Position Purpose
The Programme Coordinator will oversee the day-to-day coordination, implementation, monitoring, and reporting of SWISSAID’s Extractive Industry Project in Geita and Shinyanga.
Working under the supervision of the Head of Programmes, the position will ensure that project activities are implemented effectively according to approved work plans, budgets, donor requirements, and SWISSAID policies.
The role will involve collaboration with implementing partners, government authorities, communities, civil society organizations, and other stakeholders to achieve project objectives.
Key Responsibilities
1. Project Coordination and Monitoring
- Coordinate implementation of project activities in Geita and Shinyanga based on approved plans, budgets, and timelines.
- Monitor project progress, indicators, and results while identifying implementation challenges.
- Conduct regular field monitoring visits and provide support to implementing partners.
- Coordinate project planning, review, and learning meetings.
- Document achievements, lessons learned, good practices, and success stories.
- Support project evaluations, assessments, and programme learning activities.
2. Partner Coordination and Capacity Building
- Maintain effective working relationships with implementing partners including Rafiki SDO and HakiRaslimali.
- Support partners in project planning, implementation, monitoring, and reporting.
- Monitor partner agreements and ensure delivery of agreed activities.
- Identify capacity gaps and support partner capacity strengthening initiatives.
- Ensure compliance with SWISSAID policies, procedures, and donor requirements.
3. Research, Advocacy, and Stakeholder Engagement
- Support research, advocacy, and policy-related activities under the project.
- Provide field evidence, data, and case studies for research and advocacy purposes.
- Contribute to policy briefs, presentations, reports, and publications.
- Develop constructive relationships with:
- Local government authorities
- Mining stakeholders
- Communities
- Civil society organizations
- Other relevant partners
- Represent SWISSAID in project meetings and forums when assigned.
4. Financial Monitoring and Compliance
- Monitor project expenditure against approved budgets and work plans.
- Review partner financial requests and reports before submission for approval.
- Work with Finance and Administration teams to maintain proper financial documentation.
- Support partners in understanding financial procedures and donor requirements.
- Report budget deviations, financial risks, or compliance issues.
- Support project audits and implementation of audit recommendations.
5. Reporting and Programme Development
- Prepare monthly, quarterly, annual, and donor reports.
- Maintain accurate project documentation and records.
- Provide regular updates to the Head of Programmes.
- Support development of project concepts, proposals, and fundraising initiatives.
- Provide information, evidence, and success stories for donor communication.
6. Gender, Youth, and Cross-Cutting Issues
- Integrate gender equality, youth participation, social inclusion, environmental sustainability, and climate considerations into project activities.
- Promote participation of women, youth, and affected communities.
- Ensure safeguarding, accountability, and participation principles are followed.
7. Team Collaboration
- Work closely with the Head of Programmes, Country Representative, Finance/Administration team, and other SWISSAID Tanzania staff.
- Promote teamwork and a results-focused working environment.
- Participate in programme planning, review, and learning activities.
Qualifications and Experience
Applicants should have:
- Bachelor’s degree in:
- Development Studies
- Natural Resource Management
- Environmental Studies
- Mining Engineering
- Geographical Information Systems (GIS)
- Economics
- Mining-related studies
- Any other relevant field
- Minimum 4 years of professional experience in development project/programme coordination and implementation.
- Experience in extractive industries, artisanal and small-scale mining, natural resource governance, accountability, or community development is highly desirable.
- Experience coordinating partners, monitoring projects, and preparing quality reports.
- Experience managing donor-funded projects and monitoring budgets is an added advantage.
- Strong stakeholder engagement, analytical, organizational, and communication skills.
- Excellent written and spoken English and Kiswahili.
- Ability to work independently and travel regularly within project areas.

Salary Information
The position is structured at Programme Coordinator/mid-level, with an indicated gross annual salary of TZS 53,187,714.
