Job Summary

The IMF Statistics Department (STA), in collaboration with the African Regional Technical Assistance Center in East Africa (AFRITAC East), is seeking a Real Sector Statistics Advisor (RSSA) based in Dar es Salaam.

The successful candidate will oversee and provide statistical capacity development support in real sector statistics across the eight countries covered by AFRITAC East:

  • Eritrea
  • Ethiopia
  • Kenya
  • Malawi
  • Rwanda
  • South Sudan
  • Tanzania, including Zanzibar
  • Uganda

The role will primarily focus on national accounts and price statistics, while also supporting other areas of real sector statistics as required.

Key Responsibilities

  • Develop an annual work programme and manage statistical capacity development support in national accounts, price indices and other real sector statistics.
  • Coordinate capacity development activities with relevant IMF departments.
  • Work with international institutions and bilateral agencies involved in technical assistance and training in real sector statistics.
  • Conduct country technical assistance missions.
  • Deliver regional training, primarily in national accounts and price statistics.
  • Manage and provide backstopping support to missions undertaken by short-term experts.
  • Apply IMF standards, policies and Statistics Department guidelines when documenting capacity development activities.
  • Monitor the implementation and evaluation of capacity development activities through the IMF CDMAP IT portal.
  • Contribute to reports prepared for the AFRITAC East Steering Committee.
  • Participate in outreach activities promoting AFRITAC East and the Statistics Department’s capacity development programme.
  • Travel within the AFRITAC East region and interact regularly with country authorities, including through remote engagements.

Qualifications and Requirements

Candidates should have:

  • Expert knowledge of national accounts statistics.
  • Proven expertise in national accounts methodology and compilation.
  • At least 10 years of professional experience in national accounts statistics.
  • Experience in at least one additional macroeconomic statistics framework is an advantage, such as:
    • Balance of payments and international investment position statistics
    • Government finance statistics
    • Monetary and financial statistics
  • Master’s or PhD degree in Economics, Statistics or a related field.
  • Excellent written and spoken English.
  • Strong relationship management, negotiation and influencing skills.
  • Ability to establish and maintain effective relationships with national authorities.
  • Strong organisational and coordination skills.
  • Ability to coordinate technical assistance and training with IMF departments, short-term experts, international institutions and bilateral agencies.
  • Strong results orientation and ability to manage multiple projects under tight deadlines.

Contract and Working Arrangements

The initial appointment is for one year, with the possibility of extension for up to three years, subject to performance, continuing budget/business needs and management approval.

The position is based in Dar es Salaam, but the role involves regional travel across the eight AFRITAC East member countries.
