Working Hours: 8:00 AM – 5:00 PM, Monday to Friday, with additional hours as required

Job Purpose

The Compliance Monitoring and Training Officer will support the implementation of the Bank’s Anti-Money Laundering (AML) monitoring strategies and objectives across the organization.

The role will provide guidance on Financial Crime Compliance (FCC) programmes and help ensure that the Bank maintains current, adequate policies, procedures, processes, and controls for managing financial crime risks, including:

  • Money Laundering
  • Terrorist Financing
  • Sanctions
  • Anti-Bribery and Corruption (ABC)

Principal Accountabilities

  • Maintain up-to-date knowledge of money laundering and terrorist financing issues, policies, procedures, regulations, industry best practices, criminal typologies, and emerging trends.
  • Support the Financial Crime Compliance Manager in developing the annual conformance testing schedule across relevant business units.
  • Conduct conformance reviews of the Bank’s AML, ABC, and Sanctions Compliance programmes.
  • Participate in annual Financial Crime Risk Assessments and provide timely updates on assessment results.
  • Review new products and services to identify AML/CFT and Sanctions compliance risks and ensure appropriate mitigation measures are established.
  • Support the implementation and coordination of Financial Crime Compliance Risk Management processes.
  • Challenge the First Line of Defence (FLoD) regarding the effectiveness of financial crime controls.
  • Recommend appropriate de-risking initiatives based on increased customer or product risk profiles and the Bank’s AML Risk Appetite.
  • Design risk-based Financial Crime Compliance training programmes and ensure training requirements are implemented across the Bank.
  • Support business units in understanding AML/KYC requirements in line with applicable regulations and the Bank’s AML Policy.
  • Identify systemic procedural weaknesses and additional training requirements.
  • Provide AML subject-matter expertise and guidance on appropriate remediation actions for high-risk accounts.
  • Support day-to-day oversight of AML/KYC Compliance Programmes.
  • Execute instructions received from senior management in a timely manner.
  • Support customer and correspondent bank due diligence and recommend appropriate risk-based actions during onboarding and periodic reviews.
  • Assist with money laundering-related queries and questionnaires received from correspondent banks.
  • Advise management on current issues relating to correspondent banking.
  • Investigate, review, and resolve AML and economic sanctions-related alerts.
  • Assist in developing and delivering in-person AML and Sanctions Compliance training for new employees.
  • Prepare weekly, bi-weekly, monthly, and quarterly reports for the Financial Crime Compliance Manager.
  • Ensure AML tools and systems are functioning properly.
  • Participate in planning, executing, and monitoring compliance activities and matters.
  • Support the development and implementation of compliance programmes, including enhancement of existing programmes and development of new programmes in response to regulatory, legal, and business requirements.
  • Advise the line manager on strategies for continuously improving the compliance function.
  • Research best practices through internal assessments, external benchmarking, professional networks, peer groups, and relevant trade associations.
  • Research legislation and regulations and prepare summaries for internal operational and functional teams.
  • Prepare corporate reports and documents for submission to regulatory authorities.
  • Perform any other duties assigned by senior management.

Qualifications and Skills

  • Bachelor’s degree from a reputable university, preferably in:
    • Law
    • Economics
    • Finance
    • Risk Management
    • Or a related discipline
  • Minimum of 4 years’ experience in the banking industry or regulatory environment, particularly in:
    • AML/CFT
    • Sanctions Compliance
    • Compliance Audit
  • Experience in Risk and Operations Management.
  • Experience in business management, preferably from a frontline Commercial Banking role.
  • ACAMS certification, such as CAMS or Certified Global Sanctions Specialist, is required, or the candidate should have an intention to obtain certification within six months of employment.
  • Strong understanding and interest in corporate governance and regulatory matters.
  • Excellent communication and interpersonal skills.
  • Ability to engage and communicate effectively with executives at different levels, including explaining risk management and compliance requirements in business terms.
