Program Manager (Team Leader) & GBV Technical Lead

Reporting To: Senior Program Manager

Status: Full-time (Contingent upon donor approval)

Anticipated Start Date: March 2026


Program Context: The PAMOJA Project

This 18-month project is a key component of the larger Project for Advancing Gender Equality (PAMOJA). The goal is to design, pilot, and rollout a national protocol for community-based social norms change and Gender-Based Violence (GBV) prevention across 15 rural councils in Tanzania.

The intervention is based on the Bandebereho model, a successful couples-based program originally implemented in Rwanda.


Primary Responsibilities

1. Strategic Leadership & Direction

  • Provide overall leadership and strategic vision for the program.

  • Serve as the Technical Director, ensuring excellence in gender equality, social inclusion, and safeguarding standards.

  • Lead planning and implementation reviews to ensure cost-effective and timely delivery of project goals.

2. Stakeholder Coordination

  • Act as the primary point of contact for the donor (World Bank) and the Government of Tanzania.

  • Collaborate closely with the Ministry of Community Development (MOCDGWSG) and the Prime Minister’s Office (PMORALG) at both national and local levels.

  • Represent the project and Global Communities in public and stakeholder forums.

3. Program & Team Management

  • Supervise a multi-disciplinary team of specialized technical staff, consultants, and local partners.

  • Oversee the design and cultural adaptation of the Bandebereho/Program P model for the Tanzanian mainland.

  • Ensure fiscal integrity and compliance with Global Communities, World Bank, and Government of Tanzania regulations.

  • Establish robust Monitoring, Evaluation, and Learning (MEL) systems for data-driven scaling.


Qualifications & Requirements

  • Education: Master’s degree in Gender Studies, Sociology, or a related social science discipline.

  • General Experience: Minimum of 10 years in social development and community intervention (focused on GBV or social behavior change).

  • Management Experience: At least 5 years managing large-scale, multi-sectoral projects (e.g., Chief of Party or Senior Manager roles).

  • Technical Expertise: * Proven experience with Bandebereho or Program P model adaptations.

    • Experience implementing research studies (RCT experience is highly preferred).

    • Familiarity with World Bank or international donor protocols.

  • Contextual Knowledge: Strong understanding of Tanzanian government structures (LGAs) and recent experience working in East Africa/Tanzania.

  • Languages: Full professional proficiency in English and Swahili.
