SBC Specialist: Global Communities (December 2025)
Program: Tanzania Community-Based Social Norms Change and GBV Prevention Program
Project Context: Part of the World Bank-funded “Project for Advancing Gender Equality” (PAMOJA).
Location: Dodoma, Tanzania
Reporting To: Team Leader / Program Manager
Anticipated Start Date: March 2026 (Contingent upon donor approval)
Program Overview
The objective of this 18-month project is to design, pilot, and validate a national protocol for a community-based social norms change and Gender-Based Violence (GBV) prevention program. It is based on the Bandebereho model (a couples-based intervention from Rwanda) and will be implemented in 15 rural councils in Tanzania Mainland.
The Role of the SBC Specialist
The SBC Specialist will generate an in-depth understanding of gender norms, power relations, and masculinity in target areas. You will translate research findings into a culturally grounded adaptation of the Bandebereho/Program P model, collaborating with government ministries and civil society to ensure the intervention is inclusive and ready for national scale-up.
Key Responsibilities

Research & Adaptation: Lead formative research to adapt the Bandebereho/Program P model to the Tanzanian context.

Norms Analysis: Analyze social norms and behavior change pathways to address the drivers of GBV.

Strategic Input: Provide technical guidance on SBC strategies to address harmful gender norms and behaviors.

Curriculum Development: Contribute to curriculum adaptation to ensure cultural relevance and contextual accuracy.

Learning & Documentation: Produce learning briefs, white papers, and documentation to inform the national scale-up strategy.

Stakeholder Engagement: Coordinate with government counterparts and represent the project in technical working groups.
Qualifications & Experience

Education: Master’s degree in Gender Studies, Sociology, Communication, Behavior Change, or a relevant field.

Experience: * Minimum 10 years in the development sector.

At least 7 years specifically in designing and implementing evidence-based SBC approaches (GBV prevention or social mobilization).

Proven track record of leading at least two (2) similar large-scale projects in the last 10 years.

Technical Skills: * Deep understanding of gender norms, masculinity, and marginalized populations.

Strong background in group facilitation and SBC materials development.

Experience with World Bank or international donor projects is a plus.

Languages: Professional fluency in both English and Kiswahili (written and spoken).

Travel: Willingness to travel to rural councils as required.
