About DCT Mvumi Hospital

DCT Mvumi Hospital is a Christian health institution under the Anglican Church of Tanzania, Diocese of Central Tanganyika (DCT). The hospital was established in the 1920s by CMS missionaries from the United Kingdom and Australia as a nursing station. Since the 1970s, provision of quality eye health services has been the hospital’s distinctive strength.

The hospital is located approximately 45 km South-East of Dodoma City Centre, in Chamwino District, and provides services to people from the Central Zone regions (Dodoma and Singida) as well as other regions across the United Republic of Tanzania.


Project Background

The Diocese of Central Tanganyika / Mvumi Hospital, in collaboration with CBM International, will implement a project titled:

“Provision of Comprehensive and Inclusive Eye Health Services in the Central Zone of Tanzania”

  • Project Period: 02 February 2026 – 31 December 2028
  • Overall Goal: To increase access to comprehensive and inclusive eye health services in the Central Zone of Tanzania.

Overall Purpose of the Job

To effectively develop, manage, and administer project financial plans, ensuring proper recording, documentation, control, monitoring, and reporting of all financial operations in compliance with CBM International requirements.


Key Responsibilities

1. Budgeting and Financial Planning

  • Prepare quarterly and annual project budgets and monitor expenditure against approved budgets.
  • Conduct periodic budget performance reviews and ensure alignment with the signed agreement between DCT and CBM International.
  • Prepare and submit fund requests to the donor based on approved budgets.

2. Cash Flow Projection and Forecasting

  • Ensure compliance with internal control procedures and donor regulations for all cash and bank transactions.
  • Process all project payments (cash and bank) ensuring proper authorization.
  • Conduct financial risk assessments and implement mitigation strategies.
  • Establish and maintain project accounting and control procedures in line with CBM standards.

3. Management and Financial Reporting

  • Prepare monthly, quarterly, semi-annual, and annual financial reports for management and donor requirements.
  • Present financial reports to Mvumi Hospital Senior Management Team and CBM.
  • Ensure timely submission of quality financial reports, annual audits, and financial statements to CBM.
  • Interpret and communicate financial and regulatory changes affecting the project.
  • Prepare project payroll and ensure statutory deductions (tax, social security, etc.) are correctly applied.
  • Maintain project books of accounts and conduct periodic reconciliations.

4. Logistics and Procurement

  • Develop and submit annual procurement plans in collaboration with the program team.
  • Ensure all procurement, asset purchase, leasing, or disposal follows DCT and CBM procurement guidelines and approvals.

5. Monitoring, Documentation, and Audit

  • Review cost-reduction opportunities and flag cost increases for donor approval.
  • Organize and manage annual project audits and implement follow-up action plans.
  • Ensure proper preparation, filing, archiving, and circulation of all financial and contractual documents.
  • Maintain accurate ledgers, asset registers, inventory records, and bank reconciliations.
  • Manage imprest issuance and retirement in accordance with procedures.

6. Integrity and Compliance

  • Demonstrate high integrity in line with DCT Mvumi Hospital core values.
  • Work in accordance with the hospital financial manual, partner agreements, and financial checklists.
  • Perform any other duties assigned by the Project Lead, Project Coordinator, or relevant authority.

Qualifications and Experience

  • Bachelor’s Degree in Accounting, Finance, or Business Administration from a recognized institution.
  • Proficiency in MS Office applications (Excel, Word, PowerPoint).
  • Minimum of three (3) years’ experience in a related role within a reputable organization.
  • Experience working with donor-funded projects and International NGOs is an added advantage.
  • Strong knowledge of automated accounting systems (e.g. QuickBooks) is mandatory.
  • Experience with international donor and local organizational financial practices.
  • Excellent written and spoken English.
  • Ability to work with minimal supervision, manage multiple tasks, pay attention to detail, and work effectively in a team.
