Procurement Officer (1 Position)

Assignment Type: Full-time
Contract Duration: One year (renewable based on performance and funding)
Organization Overview
Thamini Uhai is a Tanzanian non-governmental organization working in partnership with the Government of the United Republic of Tanzania since 2008. The organization is dedicated to reducing maternal and early neonatal mortality and strengthening health systems in underserved rural areas.
From 2008 to 2019, Thamini Uhai worked with Bloomberg Philanthropies to improve Emergency Obstetric and Newborn Care (EmONC) services and scale respectful maternity care interventions across multiple regions including Kigoma, Katavi, Geita, and Mwanza.
Programme Background
Thamini Uhai has received funding for the implementation of the Partnership Program for Comprehensive and Integrated Maternal and Newborn Health Improvement (Mjamzito na Mtoto Salama) in Tanzania.
This five-year program is jointly supported by:
- Bloomberg Philanthropies
- Gates Foundation
The program will be implemented in Geita, Katavi, and Kigoma regions from September 2025 to June 2030 in two phases. It focuses on improving maternal and newborn health outcomes through strengthening:
- Emergency Obstetric and Newborn Care (EmONC)
- Postpartum Hemorrhage (PPH) management
- Antenatal care services
- Comprehensive newborn care
- Care for small and sick newborns
The initiative also provides technical support to the Ministry of Health in reviewing guidelines and learning resources.
Position Summary
The Procurement Officer will be responsible for managing procurement functions of the Thamini Uhai programme under the supervision of the Director of Finance and Operations. The role ensures efficient procurement planning, execution, compliance, and coordination across regional offices in line with donor and organizational policies.
Key Responsibilities
Procurement Planning & Coordination
- Develop and maintain procurement plans ensuring timely delivery of goods and services
- Coordinate procurement activities across regional offices
- Maintain updated procurement manuals and documentation
Tendering & Sourcing
- Prepare Requests for Quotation (RFQs), Invitations to Bid (ITBs), and Requests for Proposals (RFPs)
- Coordinate bid dispatch, evaluation, and price analysis
- Liaise with procurement evaluation committees
Supplier & Contract Management
- Manage supplier selection from approved vendor lists
- Coordinate contract awards, bid securities, and documentation
- Ensure proper distribution of contract documents
Compliance & Documentation
- Ensure procurement processes comply with organizational and donor policies
- Maintain complete procurement records for audit purposes
- Ensure proper filing and documentation of all procurement transactions
Purchase Order Management
- Track and expedite purchase orders
- Follow up on outstanding deliveries
- Maintain procurement trackers and submit weekly reports
Financial Coordination
- Compile supplier invoices and submit them to Finance for payment
- Ensure proper documentation of procurement transactions
Reporting & Administration
- Prepare procurement reports, quotations analysis, and correspondence
- Conduct pricing research and obtain quotations locally and internationally
- Support receiving and delivery processes of purchased materials
Qualifications and Experience
- Bachelor’s Degree in:
- Procurement and Logistics
- Supply Chain Management
- Or related field
- Certification from PSPTB (Procurement and Supplies Professionals and Technicians Board)
- Minimum 3 years’ experience in procurement, logistics, or supply chain management
- Experience in donor-funded projects is highly desirable
- Experience in environmental or community-based projects is an advantage
Skills and Competencies
- Strong supply chain and logistics management skills
- Excellent written and verbal communication skills
- High level of integrity and attention to detail
- Strong organizational and reporting skills
- Proficiency in Microsoft Office (Excel, Word, PowerPoint)
- Fluency in English and Kiswahili
