Land O’Lakes Venture37 is inviting qualified firms and individuals to submit proposals for the Final Evaluation of the Hatching Hope Accelerated Innovative Delivery Initiative – Livestock (AIDI-L) in Tanzania. This evaluation aims to assess the effectiveness, sustainability, and impact of the program on small-scale poultry producers and the broader poultry value chain.
About the Project
The AIDI-L project, implemented in partnership with the International Livestock Research Institute (ILRI) and local hatchery Silverlands, works to increase the productivity and availability of chicken meat and eggs in Tanzania’s Dodoma Region. Since May 2024, the initiative has supported small-scale producers (SSPs) through two main models:
- Brooding Model: Brooders raise day-old chicks to month-old and supply them to SSPs.
- Agent Model: Trained agents facilitate sales and provide training to SSPs on improved poultry practices.
Under Hatching Hope, the project has expanded to 225 enterprises and 20,000 SSP households across five districts, with a poultry promotion campaign reaching 300,000 community members. The initiative expects a 25% increase in productivity for SSPs, translating to approximately $550,000 in additional sales.
Evaluation Objectives
The final evaluation will:
- Measure the degree to which the project achieved its goals, objectives, outcomes, and targets.
- Assess the effectiveness and sustainability of the program.
- Identify key strengths, weaknesses, and lessons learned.
- Provide actionable recommendations for Venture37 and ILRI.
Methodology
The evaluation will use a mixed-methods approach including:
- Surveys of SSPs and brooders.
- Key informant interviews with agents and project staff.
- Desk review of project documents and previous evaluation reports.
Key Evaluation Areas
- Access to Dual-Purpose Chicks: Training and support for brooders, distribution of day-old chicks.
- Improved Poultry Practices: Training of agents, poultry promotion campaigns, and improved husbandry practices.
- Market Linkages: Training of product agents to improve access to offtake markets for live poultry and eggs.
Eligibility
Interested bidders should demonstrate:
- 8–10 years of experience in development project evaluations.
- Expertise in poultry value chain and program assessment.
- Experience with international development programs in Tanzania.
- Strong quantitative and qualitative research skills.
