Position Details

Position

Programme Officer (Displacement Tracking Matrix – DTM)

Organizational Context

Under the overall supervision of the Chief of Mission and direct supervision of the Programme Coordinator, the Programme Officer (DTM) will support implementation of the Displacement Tracking Matrix (DTM) activities in the United Republic of Tanzania.

The role will work closely with:

  • DTM team at the Regional Office in Dar es Salaam
  • Government counterparts
  • UN agencies
  • NGOs
  • Research institutions
  • Other humanitarian and development stakeholders

Key Responsibilities

The successful candidate will:

  1. Coordinate and monitor DTM activities under the RE2CLID project.
  2. Support the Information Management (IM) cycle, including:
    • Methodology design
    • Data collection
    • Analysis
    • Reporting
    • Dissemination
  3. Ensure compliance with IOM data protection and responsible data management standards.
  4. Liaise with government institutions, UN agencies, NGOs, and partners on displacement data matters.
  5. Support DTM field operations, including:
    • Planning
    • Recruitment
    • Enumerator training
    • Field deployments
  6. Ensure quality, consistency, and integrity of DTM data.
  7. Produce and disseminate DTM analytical outputs and reports.
  8. Monitor contextual developments and emerging information needs.
  9. Organize and support capacity-building trainings and workshops.
  10. Promote institutionalization of DTM tools among national authorities and partners.
  11. Support deployment of DTM technical support teams and participate in field missions.
  12. Perform other duties as assigned.

Required Qualifications

Education

Applicants must possess either:

  • Master’s Degree in:
    • Development Studies
    • Development Management
    • Disaster Risk Management
    • International Relations
    • Political Science
    • Statistics
    • Or related fields

with at least 2 years of relevant professional experience

OR

  • University Degree in the above fields with at least 4 years of relevant professional experience.

Experience Required

Candidates should have experience in:

  • Information management systems
  • Data collection and analysis
  • Applied research and statistical analysis
  • Analytical report writing
  • Humanitarian, migration, or development programmes
  • Migration and displacement programming
  • Disaster risk management

Technical Experience

Strong knowledge of:

  • Kobo
  • ODK
  • Power BI
  • ArcGIS
  • QGIS
  • Microsoft Excel
  • Data visualization and mapping tools

Added Advantage

  • Experience with Displacement Tracking Matrix (DTM) systems.

Skills Required

Applicants should demonstrate:

  • Strong analytical and reporting skills

  • Graphic design knowledge using Adobe tools
  • Expertise in data collection tools
  • Strong coordination and stakeholder engagement abilities
