Position Summary
The Senior Program Officer will support R4D’s expanding health systems and health financing portfolio in Tanzania by providing technical expertise, project management support, and stakeholder engagement across multiple initiatives.
Initially, the role will focus on projects related to:
- Public Financial Management (PFM)
- Health Financing
- Subnational Capacity Building
- Health Systems Strengthening
The successful candidate will work closely with government institutions, development partners, donors, and local stakeholders to deliver high-quality and impactful results.
Key Responsibilities
1. Partner Engagement & Stakeholder Management
- Participate actively in organizational initiatives and project activities.
- Support the Country Director in building and maintaining strategic relationships with:
- Development partners
- Donors
- Government institutions
- Civil society organizations
- Local and international stakeholders
- Collaborate with key government institutions, including:
- Ministry of Health
- Ministry of Finance
- Prime Minister’s Office – Regional Administration and Local Government
- Foster collaboration between institutions to address Public Financial Management (PFM) challenges and identify practical solutions.
- Represent R4D in engagements with senior government officials and technical stakeholders.
- Present project findings, recommendations, and progress updates to funders and partners.
- Contribute to thought leadership materials, including:
- Articles
- Blogs
- Conference presentations
- Technical publications
2. Technical Leadership
- Lead the development of high-quality technical reports and policy documents.
- Conduct assessments and stakeholder consultations to identify challenges in:
- Planning
- Budgeting
- Resource allocation
- Develop tools, frameworks, and models to improve:
- Evidence-based planning
- Budget formulation
- Revenue forecasting
- Resource allocation
- Provide technical guidance on:
- Health financing mechanisms
- Public financial management systems
- Service delivery planning
- Develop costed implementation roadmaps, accountability frameworks, and monitoring and evaluation systems.
3. Project Management
- Develop and manage project work plans.
- Ensure timely implementation of project activities.
- Monitor project outputs, outcomes, and performance indicators.
- Identify and mitigate project risks.
- Ensure timely production of:
- Technical reports
- Policy briefs
- Tools and frameworks
- Project documentation
- Plan and oversee:
- Technical workshops
- Working group meetings
- Capacity-building programs
- Support institutionalization of project outputs and government adoption of developed systems.
- Promote a positive and collaborative team culture.
4. Thought Leadership & Business Development
- Support the Country Director in identifying emerging opportunities and partnerships.
- Maintain relationships with potential funders and stakeholders.
- Help translate government priorities into future project opportunities.
- Contribute innovative ideas that expand R4D’s impact in Tanzania and beyond.
- Support proposal development and strategic growth initiatives.

Required Qualifications
Education
- Advanced Degree (Master’s level or higher) in:
- Public Health
- Health Economics
- Public Financial Management
- Public Administration
- Or a related field
Experience
- Minimum 7 years of professional experience in:
- Public Financial Management (PFM)
- Health Systems Strengthening
- Health Financing
- Related development sectors in low- and middle-income countries
Preferred
- Significant experience working in Tanzania.
