Tembo Nickel Corporation Limited (“Tembo”) is an operational company established through the Framework Agreement signed on 19 January 2021 between Kabanga Nickel Limited and the Government of Tanzania for the development of the Kabanga Nickel Deposits in Ngara District, North-West Tanzania.
Tembo is owned 84% by Kabanga Nickel and 16% by the Government of Tanzania and is responsible for the mining and processing of nickel, copper, and cobalt. The Kabanga Project is a world-class, fully integrated greenfield development that will supply critical minerals for the global energy transition while creating significant economic and social benefits for Tanzania.
Position Summary
Tembo Nickel is seeking an experienced and highly motivated Resettlement Manager to lead the planning, implementation, governance, and monitoring of a complex multi-year Resettlement Action Plan (RAP).
The role is responsible for ensuring that land acquisition, compensation, livelihood restoration, and physical relocation activities are implemented ethically, transparently, and in compliance with:
- IFC Performance Standard 5 (IFC PS5)
- Tanzanian laws and regulations
- Investor and lender requirements
- Company policies and standards
The successful candidate will provide strategic leadership to a multidisciplinary resettlement team while serving as a key advisor to senior management on resettlement performance, compliance, stakeholder engagement, and risk management.
Key Duties and Responsibilities
Strategic Leadership and Governance
- Lead the end-to-end implementation of the Resettlement Action Plan (RAP).
- Ensure compliance with IFC PS5, Tanzanian legislation, and company governance frameworks.
- Provide strategic advice to the Head of Community and Resettlement and Project Leadership on progress, risks, and mitigation strategies.
- Establish governance systems, quality assurance processes, and performance indicators for resettlement activities.
- Represent the company during engagements with government authorities, lenders, shareholders, auditors, and other stakeholders.
Resettlement Planning and Execution
- Oversee land acquisition processes, including Notices to Vacate, relocation, transitional support, and livelihood restoration activities.
- Lead the planning and implementation of physical relocation programs for households and associated graves.
- Collaborate with the Resettlement Construction Manager to ensure housing construction meets agreed standards and community expectations.
- Work closely with the Livelihood Restoration Manager to design and implement sustainable livelihood restoration programs.
- Ensure all commitments outlined in the RAP are tracked, implemented, and verified.
Team Leadership and Capacity Building
- Lead and supervise resettlement officers and coordinate closely with livelihood specialists, survey teams, community monitors, and consultants.
- Provide coaching, mentoring, performance management, and professional development support.
- Foster a culture of accountability, continuous learning, and high performance.
Stakeholder Engagement and Grievance Management
- Support the Country Manager in preparing for high-level government engagements.
- Coordinate closely with the Manager, Government & Community Relations on stakeholder engagement activities.
- Oversee the resolution of resettlement-related grievances in a fair, transparent, and timely manner.
- Ensure grievances are accurately recorded, investigated, and resolved in accordance with company procedures and IFC PS5.
- Engage vulnerable households and community groups to ensure their concerns are effectively addressed.
Risk Management and Compliance
- Identify, assess, and manage social, operational, and reputational risks associated with resettlement activities.
- Review resettlement risks and evaluate the effectiveness of mitigation measures.
- Ensure compliance with investor, lender, and regulatory requirements.
- Coordinate responses to audits, reviews, and corrective action plans.
- Oversee preparation of documentation required for internal and external audits.
Monitoring, Reporting, and Continuous Improvement
- Work closely with the Monitoring, Evaluation and Learning (MEL) Manager to promote continuous improvement throughout the resettlement process.
- Develop and strengthen monitoring systems to track RAP implementation, livelihood outcomes, and household wellbeing.
- Integrate lessons learned into planning and operational decision-making.
- Prepare high-quality reports for senior management, lenders, regulators, and government authorities.
Health, Safety, and Environment (HSE)
- Demonstrate strong commitment to health, safety, and environmental standards.
- Ensure all field activities are conducted safely and responsibly.
- Participate in HSE meetings and promptly report incidents and community-related risks.
- Ensure timely reporting and investigation of HSE incidents associated with project activities.
Qualifications
Required Education
- Bachelor’s Degree in Social Sciences, Development Studies, Land Management, or a related discipline.
Preferred Qualifications
- Postgraduate qualification in Social Performance, Resettlement, Development Studies, Project Management, or a related field.
Knowledge and Experience
Applicants should possess:
- Minimum of ten (10) years of experience in resettlement, land acquisition, or large-scale social performance programs.
- Demonstrated experience leading complex Resettlement Action Plan (RAP) implementation projects.
- Experience within mining, infrastructure, energy, or similarly complex development sectors.
- Proven experience managing multidisciplinary teams and external consultants.
- Strong stakeholder engagement and conflict resolution skills.
- Experience working in multicultural environments and with local workforces.
- Strong understanding of IFC Performance Standards, particularly IFC PS5.
- Excellent leadership, communication, reporting, and project management skills.
